Position Title: Consultant (Education and Social Activities)

General Functions:

Under the overall supervision of the Senior Programme coordinator(Refugee Response) and direct supervision of the National Project Officer(MA&MM)  in Gaziantep, the incumbent will be responsible in providing support in project implementation, monitoring and reporting on the above mentioned project’s component on Municipality Center in Gaziantep. In addition, the incumbent will be responsible in the activities coordination of the Gaziantep Metropolitan Municipality Community Center in close cooperation with IOM Turkey programme teams (integration, social cohesion and refugee response).

 

Major Duties and Responsibilities:

  1. Coordinate effective and timely delivery of project activities namely social cohesion, education and recreational activities for community center beneficiaries, capacity building and social cohesion activities in close coordination with the IOM program officer, and Gaziantep Metropolitan Municipality focal person.
  2. Supervise and guide project team and volunteers to increase the leverage of the given services at the Center by making sure that all staff are aware of and updated with relevant knowledge including policies, legislations, institutional frameworks, capacities and programs of key stakeholders in the field of migration in close coordination with IOM relevant program teams.
  3. Identify and coordinate relevant social and educational needs and activities based on the work plan of the project and other collaborations being established with relevant stakeholders,
  4. Identify capacity needs of the project team (Center staff, volunteers, municipal counterparts) as well as municipality staff involved in the project activities and accordingly support designing and implementing relevant activities such as capacity building trainings, workshops aiming to increase quality of services provided by the Center in close coordination with IOM program officer.
  5. Support developing and updating project work plan (organizational, administrative, training, logistics) to implement and support the project activities within the project budget and timeframe in close coordination with IOM program officer.
  6. Support the preparation of monthly reports with data collection, support developing M&E activities in close coordination with the IOM program officer  and Monitoring and Evaluation Officer.
  7. Develop collaboration with IOM’s other programs and integrate them to the Center,
  8. Support drafting project interim and final reports in a timely manner, as well as other relevant information materials as required for the authorities, donors and IOM.
  9. Report IOM program team regularly on the planned and implemented project activities, impact, progress as well as challenges of these activities recorded in realization and in outcome of activities.
  10. Represent IOM in the coordination meetings organized at provincial level and liaise with all relevant stakeholders to support the project objectives.
  11. Report to IOM program team regularly on the challenges and progress recorded in realization of the project activities and suggest relevant actions to overcome challenges.
  12. Ensure that all rules and procedures applied by IOM are respected and followed by the project team during the project implementation and perform other duties as may be assigned.
  13. Perform any other related duties as may be assigned.


Required Qualifications:

Education:

  • University degree in social work, sociology, psychology or in a related field from an accredited academic institution, with three years of relevant professional experience; or;
  • Completed High school degree from an accredited academic institution, with five years of relevant professional experience.

Experience:

  • Proven analytical, interpersonal and organizational skills;
  • Experience in supervision of case management is an asset;
  • Experience in liaising with governmental authorities, other national / international institutions;
  • Good level of computer literacy.
  • Experience working in the region is an advantage;
  • Experience in writing reports, papers, briefings;
  • Willing and being able to travel.

Languages:

  • Fluency in English and Turkish is required.  
  • Knowledge of Arabic is an advantage.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
