Terms of Reference

  1. Background

The Refugee Council of Turkey (RCT) was founded in 2016 as a civil society platform bringing together refugee-led and host community organizations under the same umbrella. It was established by a group of civil society organizations (CSOs) in response to the need they identified for better collaboration, support and cooperation amongst refugee-led, local, and national organizations working with diverse refugee and host communities in all parts of Turkey. The RCT exists to enable more effective and impactful collaboration amongst these actors. It supports them to jointly advocate for better policies and programs for refugees and host communities.

The RCT currently has 20 members who work in diverse areas, ranging from improving refugees’ access to education, legal status and rights, livelihoods and employment, and women refugees' situation, amongst others. They carry out a wide range of activities, from delivering services, advocating for refugees and host communities' rights, and carrying out research and policy analysis. The members’ reach extends across 60 of Turkey’s 81 provinces and encompasses refugees from a variety of countries of origin, including Syria, Afghanistan, and Iraq amongst others. The RCT members also participate in a wide range of other coordination groups and platforms at local, national, and international levels.

The RCT aims to drive creative and effective collaborations amongst refugee led and national CSOs, leveraging their knowledge and experience to improve policymaking and implementation. Following a member consultation in April 2020, the RCT members decided to convene around three thematic working groups to support its joint policy and advocacy efforts. The three thematic working groups include Access to Services (including legal rights and status, basic services, and employment and livelihoods); Gender and Migration; and Participation and the Localization of humanitarian aid.

In this context, the RCT is seeking a consultant to provide support to each thematic working group to design and implement joint activities including research, advocacy, policy development, campaigns etc. It is expected that projects developed with the working groups will accelerate and promote refugees' participation in policy- and decision-making processes and will help them better access services and opportunities.

Purpose and scope of consultancy

This consultancy aims to support and facilitate a process for the members of the RCT to develop joint projects through the above-mentioned working groups that contribute to the shared strategy and work plan of the council. The consultant is expected to work with each working group (three in total) to design and facilitate tailor-made participatory processes that engage all members so that they can co-create initiatives and work towards desired changes together.

In particular, the consultant will work closely with the different working groups and the RCT Secretariat members to deliver the following:

  • Through a series of workshops, facilitate the co-creation of several joint projects (for example two per working group) in line with the vision and mission of RCT and the thematic priorities of the working groups, while encouraging creative-thinking and innovative ideas,
  • Review and help strengthen draft project proposals developed by the working groups as a result of the co-creation mentioned above workshops,
  • Ensure that the co-creation of projects will serve as ‘learning by doing’ in which network members learn how to identify creative solutions, and turn these into actions through the development of activities, including policy, research, and advocacy; and encourage and promote ‘peer-to-peer learning’ by leveraging sharing of existing capacities and mutual learning,
  • Develop a mechanism/procedure for the successful inception, implementation, and monitoring of joint projects.
  • Work with the RCT secretariat to detail a mechanism/procedure for financing the implementation of joint projects developed by the thematic working group.
  1. Location and duration of the assignment

Due to the current Covid-19 restrictions, the consultant will be expected to carry out this assignment using online modalities. Working arrangements might be reconsidered, depending on the potential changes in current situation.   The assignment's duration is expected to be six months with actual number of working days to be determined. The assignment's duration may be extended if necessary, through agreement between the consultant and the contracting authority.

  1. Consultant profile
  • Minimum 7 years demonstrated experience of working with civil society organizations (CSO) and CSO consortiums/platforms on project development and management and/or delivery of technical project assistance.
  • Prior experience in development of funding mechanism/ managing funding for small CSOs,
  • Prior experience of consultative and participatory techniques in project development and implementation,
  • Facilitation skills: ability to facilitate dialogue and group processes using a results-oriented approach,
  • Intercultural skills: ability to work with and encourage collaboration among people from different backgrounds; ability to facilitate multi-lingual dialogue through an interpreter if needed,
  • Excellent written and verbal communications skills
  • Willingness and enthusiasm to work on a wide range of policy issues,
  • University degree in social sciences or other related fields, MS and PhD degrees are desirable,
  • Experience working on issues relating to displacement in Turkey and understanding of socio-economic challenges faced by displaced populations as well as displacement-affected host communities,
  • Proficiency in English and Turkish. Working knowledge of Arabic desirable if met above-mentioned qualifications.
