General Functions:

On 6 February 2023, two earthquakes of magnitude 7.7 and 7.5 occurred in southeastern Türkiye affecting 10 cities in Türkiye and 4 cities in northwestern Syria. An area of more than 400 kilometers are affected including Kahramanmaraş, Hatay, Adıyaman, Gaziantep, Adana, Şanlıurfa, Malatya, Kilis, Osmaniye and Diyarbakir in Türkiye and Aleppo, Idlib, Homs and Hama in Syria. Tens of thousands of people have passed away and hundreds of thousands are affected. Besides the physical impact of living in improper shelters in the wake of hard weather conditions and lack of wash facilities, the mental impact of the devastating earthquake due to the losses were huge. The conditions hindered proper communal rituals to be realized upon the losses, which made it more difficulty to process grief for the survivors. Being detached from the support mechanisms, people have experienced severe stress with increased mental health needs both in the short and long term.

IOM responded to the emergency to address the short and long term impacts of the earthquake in Türkiye and NW Syria. Alongside IOM’s role in addressing the needs of host and migrant communities during crises, Protection and Resilience Unit aims to provide meaningful access to rights and services by taking referrals from government agencies, NGOs and other UN agencies and providing direct services to these communities.

IOM Psychosocial Mobile Teams (PMT) under the Protection and Resilience Unit, carry out community-based activities by reaching refugees and local communities living in remote and rural areas with mobile and flexible modalities, and designs activities for the community members of all age groups in line with their interests and needs. IOM Türkiye PMTs are active in six different cities which are Gaziantep, Hatay, Istanbul, Izmir, Kahramanmaras and Sanliurfa. PMTs adopt Community Based Mental Health and Psychosocial Support (CB MHPSS) approach in their work. They design and conduct activities in line with the first and second layers of IASC (Inter Agency Standing Committee) MHPSS (Mental Health and Psychosocial Support) Intervention Pyramid. IOM Türkiye established PMTs to reach refugees living in areas where access to information and services was observed to be limited due to a lack of community centres and outreach activities. The teams are composed of Team Leader, Social Worker, PSS Animators and Outreach Assistants who focus on information dissemination, awareness raising sessions, and MHPSS related services such as group, family, and individual counselling.

Under the overall supervision of the Protection and Resilience Officer and National Officer (Protection Psychosocial Support), the incumbent will be responsible in providing supervision support for the PMT members.

 

Major Duties and Responsibilities:

 a)   Support the empowerment of teams working under Protection and Resilience Unit by supervision on activities,

b)    Conduct psychological wellbeing assessment,

c)    Provide virtual individual counselling sessions to staff members including referrals to specialised mental health care when required,

d)    Design and conduct 18 group sessions of staff support on mental health upon the results of wellbeing assessment. The session topics may include self-care and personal wellbeing planning; dealing with job stress and positive coping; secondary trauma, grief, and loss.

e)    Use at least one or more of these intervention techniques: creative drama, expressive art, relaxation

f)     Maintain strict professional standards, including standards of privacy and confidentiality while providing services,

g)    Ensure timely fulfilment of all deliverables as per the ToR

 

Deliverables:

The selected candidate will be responsible of for providing supervision and conducting group sessions with staff members, and will start working in April with a six month contract. The consultant will be under direct supervision of Protection Officer and National Officer in coordination with Emergency Coordinator. The consultant is expected to meet with each team online with regular intervals on the agreed dates and timings. The below mentioned plan explains the first steps:

Performance indicators for the evaluation of results

Required Qualifications and Experience:

Education:

  • An advanced university degree from an accredited educational institution in clinical psychology; licensed to practice as counsellor or psychotherapist

 

Experience & Skills:

  • At least eight years of relevant and clinically supervised work experience providing professional counseling services
  • Experience in working remotely
  • Experience with the working with UN agencies is desirable

 

Languages:

  • Fluency in Turkish is mandatory.
  • Working knowledge in Arabic and/or English is advantageous.
