General Functions:  

In line with the Foreigners and International Protection Law Article 58, foreigners subject to administrative detention shall be held in removal centers, which are operated by DGMM.

 

Over the past few years and through number of projects, IOM supported DGMM in ensuring improvement in the capacity and conditions of removal centers. The requested consultancy will be contributing to “Supporting Directorate General for Migration Management Efforts in Enhancing the Capacity of Removal Centers within the Framework of International Human Rights Standards Phase II Project”, funded by the UK Foreign Commonwealth Office (FCO). The overall vision of the project is to reinforce RCs capacities in managing of a well-functioning and human rights-based system and contribute to well-being of migrants. In this respect, the project aims to support DGMM in its efforts to mainstream a human rights-based approach, including age and gender aspects, while responding to irregular migration flows and managing RCs in Turkey.

 

The Women have gender specific needs (such as special healthcare needs), which are rarely met in closed facilities and places of detention Moreover, considering that  dependent children who are detained with their families are under the risk of harm due to the conditions of detention.  

 

While RCs typically segregate women and men as well as the adult and the children, further support is needed for facilitating an enhanced understanding of vulnerabilities relating to age and gender; to interact and communicate with irregular and vulnerable migrants in a gender-sensitive manner as well as to ensure that  the needs of vulnerable migrants and minors are identified and appropriately cared for.

 

The main beneficiary of the project is Ministry of Interior, Directorate General of Migration Management.

 

Major Duties and Responsibilities:

Under the supervision of IOM, the consultant will directly be responsible for drafting of the guideline. IOM shall be available in case of further explanation and clarification is needed through the process. IOM will assist the consultant in liaising  the key stakeholders in case of need. The consultant is expected to undertake this assignment by developing rigorous methodology that includes research, , desk review of the best practices, international norms and standards, visiting removal centers and if necessary, consulting with the relevant actors such as DGMM HQ and Provincial Directorates of Migration. The consultant can identify and propose other methodological tools, if deemed necessary. The consultant is expected to prepare user friendly and comprehensive guideline. The working language of the communication and development of outputs foreseen by this consultancy is English and Turkish.

 

Duties of the  consultant shall include; 

  1. Develop a research methodology as well as a research plan to draft the guideline for IOM’s review and comments and incorporate these comments into the final methodology.
  2. Review the relevant national, regional and international legislation, research the literature, reports and other relevant documents related to gender mainstreaming in detention.
  3. In the line with the approved research plan and in close cooperation with IOM and DGMM, conduct desk review of international norms and standards and research to collect data on agreed aspects.
  4. To provide outline of the guideline to IOM for their review and approval to proceed for drafting.
  5. To coordinate the visits and meetings/interviews/focus group discussions etc. which will be conducted with the key relevant stakeholders, if requested.
  6. To report back monthly on progress to IOM.
  7. To provide the first draft of the guideline on for review and comments of IOM and DGMM.
  8. To submit the final version of the guideline on the standards for treatment and service provision to women and children at removal centers with aforementioned components in Turkish and English no later than 15 January 2021.

Required Qualifications:

Education:

  • Master's degree level in social sciences, law, , gender studies, sociology, social work or any other related field; with minimum 5 years of overall working experience.
  • Possession of a PhD in any of these fields is highly desired

Experience:

  • At least 5 years of experience in field research, migration and/or gender studies is essential;
  • Familiarity with detention and issues related to detained women and children

Languages:

  • Fluency in Turkish and English is required.
