PROCEDURES AND ELIGIBILITY

This position is open to applications from Group 1, Group 2 and all external candidates, provided that requirements regarding professional experience, academic qualifications, language, etc. are fulfilled.

Türkiye is home to the world’s largest refugee population, with almost 4 million refugees and asylum-seekers. The Government of Türkiye leads the refugee response with UNHCR providing technical and capacity development support.

In supporting the refugee response in Türkiye, UNHCR works in partnership with public institutions at the national, provincial, and local levels, as well as with refugees and host communities. UNHCR promotes access to and the provision of protection by working in close partnership with the public institutions.  

The incumbent will be part of the Operational Data Management Unit within the UNHCR Representation in Türkiye. The s/he will report to the Head of Unit, Senior Information Management Officer

The Unit is responsible for the data management activities in UNHCR Türkiye and the development of internal tools and sites for the in-house needs of UNHCR Türkiye. In addition, the Unit is in direct communication with the Government institutions in Türkiye and supports their efforts to improve the technical capacity and the efficiency of the institutional systems.

Coding and development based on the newest technologies and utilizes flexible Cloud Infrastructure with high availability and reliability to commit to the business needs.

The incumbent will also be responsible for collaborating with all teams to design the containerization, adoption/implementation plan;

Also, all the development and implementation steps are being carried out with full CI/CD workflow and pipelines on Local Infrastructure DevOps to ensure continuous product delivery with good quality and security/legal compliance.

Will be developing high-performance API-centric applications within a microservices architecture, working with the latest technologies that utilize REST APIs as part of the microservice architecture in .net core, Django, and Flask frameworks.

Education

B.S. and/or M.S. degree in Computer Science, Computer Engineering, Information Technology, or similar and related fields.

Work Experience

• Experienced in software development with Python and Flask or Jango, and familiar with the .Net framework,

• Experienced in Web Application and Web Service Development

• Basic knowledge of HTML, CSS, JavaScript, and hands-on, and familiar with one of the modern single-page application development frameworks like React.

• Basic knowledge of microservices.

• Basic knowledge of open-source technologies.

• Basic knowledge of unit testing and other testing methods.

• Basic knowledge of software quality assurance, change management, and software verification,

• Basic knowledge of source control tools such as Git,

• Basic knowledge of ORM tools like Entity framework,

• Basic knowledge of Identity Management, OAuth,

DUTIES AND QUALIFICATIONS

Organizational Setting and Work Relationships

The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.

Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties

- Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.

- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.

- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.

- May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.

- Archive and backup database systems; ensure security of databases; perform database administrator functions.

- Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.

- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.

- May be required to support registration activities including ProGres technical support and on-site assistance.

- May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.

- Develop forms and tools for data collection and analysis.

- Have access to relevant data and records.

- Perform other related duties as required.

Knowledge of English and/or UN working language of the duty station if not English.

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 11,091 and TRY 13,918 depending on relevant experience, dependency status and language proficiency.
