Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion. 

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population. 

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission
Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS) services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities Afrin provinces and Idlib to deliver health-related services to IDPs.

Based in Antakya, with frequent visit to facility inside Syria the Deputy Field Coordinator reports to Field Coordinator, based in Antakya

Function Details
Planning Monitoring and Evaluation
Ensure the operational planning of the activities and on the definition of the annual plans in line with the project strategy;
Ensure the implementation of new project components and activities with a specific focus on the MHPSS intervention;  
Ensure good level of planning, monitoring and evaluation of the interventions implemented through partners. This include support on the definition of the MOUs with partners and support on the collection, analysis and follow up of the operational reporting provided by partners;
Ensure MEAL tools are in place; and good level of monitoring & evaluation of project intervention are implemented;
In collaboration with medical and field teams, ensure regular update of the actors mapping in the areas of intervention for secondary health care referrals and referrals to protection services activities;
Update project activities mapping;
In collaboration with the HR and CME teams, ensure timely planning and implementation of the project training plan;
Ensure the implementation of the program and its follow-up in its different aspects: logistical, administrative, financial and medical;
Project Management
Support in ensuring that financial, administrative and logistics procedures are in place so that support functions are carried out effectively and efficiently; 
Support in ensuring logistics, finance and administrative procedures are in compliant with internal and donor requirements;
Support in ensuring the need of support from coordination technical referents is ensured to the project support department; 
Support in the planning of the project resources and on the definition of the project budget; 
Support in monitoring expenditure and budget compliance on a regular basis;  
Representation
When delegated by the FieldCo, ensure representation and coordination tasks face to partners, stakeholders, donors and any other relevant external actor;
Reporting
Contribute and support preparation of the monthly sitrep and of the annual project activities reports;
Contribute and support preparation of any project donor monthly and final reports;
Contribute and support preparation of any other project activities report, as requested;
Provide regular reporting of activities, upon solicitation;
Provide a mission report and/or handover document at the end of contract;
Other tasks related to the position
Participates in the team meeting
Regular visit to the health facilities inside Syria
Assist in any other tasks related to the position, as required by DDD Management.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

Expected profile
Knowledge & Qualification
Project management- University graduate
Experience
Minimum 3 year of professional experience in the humanitarian sector;

Languages
Required: English and Arabic (oral and written);
Optional: Turkish;

IT & Equipment
Good proficiency with Microsoft package

Initiative and the ability to offer new ideas;

Personal commitment to improving your own knowledge and skills.
Ability to work under pressure and handle stressful situation;

DDD in Turkey, in collaboration with different partners, is running a project aiming at facilitating access and orienting beneficiaries to primary and secondary level of health care services, providing Psycho Social Support for the refugees and migrants in Turkey.
