Position Summary:

Under the direct supervision of the NWS Hub Lead, and technical line reporting to WoS Finance Manager, the primary responsibility of the Deputy Finance Manager (DFM) is to maintain and adhere to RI financial policies and procedures including the donor regulations and guidelines to ensure that the Finance department functions in an efficient and well-organized manner. DFM will ensure preparation of accurate and timely monthly(donor and internal) reports and supervision of day-to day financial operations.

DFM will be the focal point for compliance with the Turkish accountancy, tax and SGK legislation and the regulations for the foreign Associations in Turkey. The role will also provide essential support and backstopping to HR, Logistics and Program departments, as well as knowledge-sharing and capacity- building of other team-members. Supervise the team of 4 national finance staff.

Position Duties and Responsibilities:

1.  Supervision on day to day finance operations and accounting matters

·       Supervision on day to day finance operations and accounting matters: Control the vouchers comply with the donor regulations and RI policies.

·       Verify/Approve purchases, advance and payment requests, expense reports and process invoices.

·       Supervise finance assistants entering cash or bank journals and perform daily cash management and cash count.

·       Followup on and arrange for accounts receivables and payable.

·       Lead and supervise the process of month closing reports process, and reconciliations of accounts.

·       Ensure monthly reconciliation with GSO on inter company accounts.

·       Ensure all transactions are properly posted into the accounting software (Net Suite)and allocated to the projects correctly.

2.  Supervise Syria Mission’s financial bookkeeping and staff

·       Technically supervise Finance Sr/Officer, Finance Assistant and Finance monitors inside Syria

·       Build capacity of all staff as per awarded job description

·       Ensure daily, weekly and monthly update of books of accounts by RI Syria finance team and submission to RI Finance team in Turkey

·       Supervise monthly review of accounts of RI Syria office

·       Act as the Turkey finance focal point for NWS Syria programs carried out from Turkey.

·       Supervises RI Turkey Office Finance team for Syria missions. 

3.  Supervise cash transfers through non-banking channels to Syria

·       Supervise all finance staff in RI Turkey office for Syria Mission to process cash transfer to Syria from RI GSO office

·       Ensure reconciliation among booked expenses, hawala invoices and receipts.

·       Review financial documents submitted by health facilities

·       Supervise monthly update of accruals of HFs expenses and reconciliation once released the payment by GSO

4.  Lead the process of Payroll financial part and ensure collaboration with HR department.

5.  Liaise with the banks.

6.  Liaise with external accountant and ensures all internal and external reports are reconciled on regular basis.

7.  Prepare/finalize monthly active grants donor reports for WoS Finance Manager review.

8.  Prepare for possible audits and cooperate with the internal and external auditors with support of the NWS Hub Lead and WoS Finance Manager and relevant departments.

9.  Preparation of the award Budget Pipelines, Budget vs. Actual reports, and Cash Flow projections.

10. Keeping master country budget up to date for Syria Mission projects of RI Turkey.

11. Remote technical line management of finance staff inside RI NW Syria Office(s)

12. Ensure adequate amount of working cash for RI NW Syria Office(s) is provided by supervising non-bank channel money transfer process by HQ.

13. Keep a robust filing and tracking systems in place and support functioning of the global server filing system for internal controlling.

14. Ensure cooperation with Program and Logistic Department on cross cutting issues.

15. Train finance staff in Turkey for bookkeeping, reconciliation, closing activities.

16. Contribute to capacity building and sharing of knowledge within finance department. Also maintain responsibility for transparency and accountability and implementation of policies and guidelines including donors.

17. As this is an Emergency Response programme, at times there will be the requirement to work additional hours and perform other tasks not detailed in this job description.
