Position:                             Deputy Monitoring and Evaluation (M&E) Manager – Turkey (National staff only)

 

Location:                            Gaziantep, Turkey

 

Duration:                           10 months (extendable upon funding)

Position Summary:

Under the supervision of the Monitoring and Evaluation (M&E) Manager for RI Turkey program, the Deputy M&E Manager is responsible for cross-cutting programmatic information management, execution of monitoring and evaluation activities by RI and its partners, support the sept up of partners M&E systems; and ensuring that information collected from the partners and RI is incorporated into consistently high quality reports. S/he will be responsible for developing (in coordination with program staff and technical unit), coordinating, maintaining and constantly improving M&E systems to collect information and analyze trends related to specialized health services offered throughout Turkey projects and donor requirements.

 

Position Supervising: 3 M&E Officers

 

Position Responsibilities and Duties:

 

  1. Develop & follow-up on all components of the M&E systems & activities for each project
  • Develop M&E work plans to ensure projects’ M&E activities are scheduled and conducted on time, and results are analyzed.
  • Assist and supervise the proper and complete development of the IPTTs per partner and/or grant according to contractual agreements and additional internal indicators.
  • Under the lead of the M&E Manager and in coordination with relevant staff and departments (i.e. technical), support the development of methodologies and tools for assessment, surveys, evaluation, etc.
  • Follow-up on the M&E Officers’ work plan on the M&E activities and update the M&E Manager on the progress against M&E plan and activities. 
  • Ensure the functionality and efficiency of the Complaints and Response Mechanism in coordination with the Accountability focal point.   

 

  1. Ensure data at the country level is accurate and useable for reporting and decision making
  • Through close supervision and coordination with the M&E Officers in the department (who are first point of contact with the partners), ensure that the data is being collected in an efficient and timely manner, through the agreed upon databases, surveys or forms.   Verify the collected data from the partners and ensure that the RI databases and other information management and M&E systems are being updated on a monthly basis including the partner databases, IPTTs and Dashboards and other trackers in coordination with the M&E Officers (including Beneficiary Feedback and Accountability focal point);
  • Review the data accuracy and M&E narrative for the monthly, quarterly, interim and final donor reports, including the submitted Annex reports and documents. 
  • Provide program and technical teams with regular reports on accomplishments, successes, lessons learned, and other information that is helpful in decision making that are revised by the M&E Manager.

 

  1. Data Analysis and Reporting
  • Train and assist the M&E Officers on analysis and statistical analysis software whereas applicable.  
  • Cross-check the analysis provided by the M&E Officers on specific surveys, assessments, and evaluations.
  • Provide support in creating reporting templates and writing high quality reports on the data collected and analyzed under supervision of the M&E Manager.

 

  1. Act as point of contact between implementing partners and RI head office
  • Assist in identifying and implementing training needs for partner staff where appropriate in terms of strengthening M&E systems in coordination with the M&E Officers;
  • Assist in the design of partners’ M&E systems to ensure they are responding to the program’s needs;
  • Coordinate with other departments to ensure all potential data collection needs are addressed in the databases and other visualization tools;
  • Represent RI M&E Department in internal and external meetings; such as the RI program quality meetings, and meetings with the partners when necessary.   

 

Qualifications:

  • Bachelor’s degree in a social science, statistics, international development or related field; Master’s in social sciences or related field preferred.
  • Minimum 3 year experience in humanitarian field, specifically in participatory assessments, monitoring, and evaluation.
  • At least 1 year experience in a managerial position. 
  • Experience with surveys, customer service, mobile data collection, database design and basic statistics.
  • Good contextual knowledge of local issues, community priorities, social and cultural constraints and realities regarding the Turkish context and Syrian refugee crisis. 
  • Fluency in English and Turkish.  Arabic is an asset. 
  • Strong English writing and reporting skills required.
  • Excellent use of MS Office products including Word and Excel; experience using statistical analysis software such as SPSS, STATA etc. is an asset. 
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently in a fast-paced, stressful environment;
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Excellent analytical and organizational skills.
  • Must be capable of working both individually and as part of a team.
  • Must be flexible, willing to perform other duties and work irregular hours.
