Position: Education Project Senior Officer – Gaziantep Base Location: Gaziantep, with frequent field visits in Turkey & Syria. Line Management Responsibilities: Education project staff in Syria. Job Purpose: Project Senior officer is the ultimate responsible of oversighting all project activities, developing quality tools to measure the Education outcome, liaising with Supervisors and staff as well as Education Directorates/Assemblies inside Syria and follow-up on implementation process. The Project senior officer will also develop Sops and Assessments in coordination with Staff in Turkey and inside of Syria. He / She will allocate 100% time to manage project activities and contributes to the design of Educational materials. Essential Job Responsibilities and Duties: The Education Project Manager will perform the following functions- Cross-border management for project staff within regular visits to project implementation locations inside Syria. Adherence to QC policies, guidance and procedures. Coordinate and manage Education project implementation in northwest Syria (activity, budget, procurement and project documentation) in line with proposal, strategy and donor requirement. Implement technical direction and ensure high technical quality of project. Provide regular progress report, project final report and any other reports requested by the Line-Manager. Develop and manage project budget and procurement schedule (in cooperation with relevant staff). Ensure capacity building of project staff and transfer key skills. Liaise and collaborate with relevant local authorities and other key stakeholder. Timely respond to the feedback shared by MEAL Department while sharing the rectification measures taken to address the identified gaps; ensuring that high level of integrity, transparency. Help establish a monitoring and evaluation system with the cooperation of MEAL department, including tools, and training staff and partners to monitor field level activities, adapting the project as needed to increase project impact. Maintain the core humanitarian principles of the intervention during the implementation of the project. Help hire, supervise, performance manage and train local staff to effectively serve their roles in the project; planning and project management; partnership with local communities, community leaders and NGOs.
Job Requirements: University graduate in Education related sectors with at least 3 years’ experience managing projects for NGOs/INGOs in cross-border setting.
Knowledge of principles and current approaches to Education programming; this ideally includes experience with youth, adult and basic education activity.
Individual with strong project, problem solving and people management skills.
The position also requires expertise in remote management and understanding of the Syrian context.
Fluency in written and verbal Arabic and English is essential. Turkish language is an advantage.
