CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE:

As a member of the Programme Development & Quality (PDQ) Team, the Education Specilaist will be responsible for the quality design, scale up and representation of Save the Children’s Education programming (including Education in Emergencies) and to uphold and contribute to Save the Children’s mission to create a positive and lasting impact in the lives of children in need. The role holder will ensure that partners and SCI education teams have the capacity to address key education needs through ongoing technical support and guidance.

S/he will provide strategic and technical leadership for the growth and development of the education portfolio in turkey and will be a lead on developing proposals and securing funding for Education programs in close coordination with partner organizations and the SCI team. S/he will also support ongoing advocacy and media efforts. S/he will ensure the coordination of all education activities through active participation in coordination meetings and working groups. S/He must bring a senior leadership profile with a proven track record in education and a sound technical background in programme design, quality and delivery. 

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

  • Develop and uphold the quality of the implementation of Save the Children’s (SC’s) Turkey Education strategy, consistent with organizational goals, the Country Strategic Plan and resource availability. Ensure that programme remains relevant to the external environment and needs of children including in an emergency response.
  • Ensure training and coaching of SCI staff and partners to enable delivery of effective education programming
  • Lead on the identification and development of learning resources for use in learning processes
  • Integrate education with other core sectors, ensuring close collaboration particularly with Child Protection, MHPSS and livelihood response.
  • Lead on the development of high quality concept notes and proposals, and engagement with donors.
  • Work with the operations and awards team to support high quality programme delivery and review timely programme and donor reports in compliance with internal SC requirements and any relevant external donor requirements.
  • Work closely with the HR team, identify Education staffing needs, and ensure rapid recruitment, induction and training of new staff.
  • Serve as the point of contact for all matters related to education, particularly the scaling up or down of the Save the Children education programmes, emergency response capacity, policy development and capacity building.
  • Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders relating to the education, and related Child Protection, Livelihoods and Child Safeguarding issues.  Regularly assess and communicate the implications for Save the Children’s programme and priorities of any changes in the operating environment relevant to this theme in close collaboration with the relevant advisor(s).
  • Work with the MEAL Team to ensure the development of an M&E and accountaibility framework that helps each project improve quality of reporting, clearly articulate progress and impact of projects, identify issues for advocacy and new programmes/projects in the future. 
  • Promote the sharing of best practice and learning in relation to programming, advocacy and campaign activities.
  • Ensure that the core principles and policies of Save the Children International regarding child rights, child protection, and children’s participation are practised in the education work.
  • Share technical expertise and support capacity building with the education team in the field

Capacity building / technical support:

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Together with other sectors, identify sector-integrated capacity building opportunities

Representation & Advocacy:

  • Take steps to document lessons learned, develop case studies and project profiles for wider dissemination. Oversee education centred research projects.
  • Represent SC Turkey in Education Sector group meetings and other Interagency Coordination forums which are relevant to the needs of children or teachers.
  • Identify opportunities and material to contribute to communications and media work
  • Engage with senior management team, other sector Technical Specialists, Operations team, Field Teams, Programme Managers & with staff throughout the programme.
  • Develop and maintain personal links and effective relationships with Municipalities, UN, NGOs, INGOs, Partners & key stake holders, counterparts, donors, Government Authorities

General:

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE:

  • Turkish nationality is a requirement for this position
  • An education professional with a Masters Degree in Education or Equivalent
  • Significant (at least 5 years) professional experience of working at a senior advisory level in education. 
  • Strong research background or experience in managing large scale research studies is highly valued
  • Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative approaches.
  • Substantial progressive, professional-level experience at the management level with background in early childhood education and primary education
  • Specific experience in education in emergencies (EiE) or alternative learning programmes is highly valued
  • An ability to effectively negotiate with prospective donors and a demonstrated ability to develop and write detailed technical project proposals meeting donor requirements, including budgets for the same. Strong report writing skills,
  • Ability to perform at a senior policy level must be demonstrable, and good communication, advocacy and leadership skills are critical.
  • The ability to liaise and effectively coordinate with government, local NGOs and community initiatives. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • High level of computer literacy
  • High level of proposal writing, communications and analytical skill
  • Fluent in English and Turkish writing and speaking skills
  • Ability and willingness to travel regularly into the field.
  • Knowledge of donor financial policies and guidelines.
  • Experience in promoting and mainstreaming Child Rights Based programming in education programme design, implementation and evaluation
