Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty, and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

Mission

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

Since the beginning of the Syrian and Iraqi crises, Turkey has become a host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s interventions aim to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

 

Hierarchical & Functional links
Base at DDD field base in Antakya and XX, the MEAL Officer is under the line management of the MEAL Manager.

The MEAL field Officer will be responsible for implementing field level M&E activities and provide an overview on contextual observations and contribute to the roll out and implementation of MEAL processes in the field office all in support of the mission and programs.

Responsibilities
Data collection

Support the field team on data collection, etnry and supervision of the data in all locations;
Follow-up the data entry of the multiple mobile unit teams in DDD monitoring system (DHIS2);
Ensure that data collected and reported meets the dimensions of data quality i.e. reliability, accuracy, timeliness, completeness and integrity;

Monitoring and Evaluation
Support the preparation of monthly M&E reports;
Conduct M&E data collection activities, as survey questionnaires, interviews and/or focus groups
Support the line manager in preparing training modules on proposal/reporting duties for field staff and partners (if any);
Contribute to the production of any other reports requested by the organization or local authorities.

Accountability
Ensuring the feedback and complaint mechanism is implemented within the emergency response projects in Hatay;
Implementing the mechanism by providing information about the mechanism, communicating with affected community members for receiving complaints, feedback and recording the requests of assistance.
Follow-up of the mechanism with related units (medical team, psychologists and Case Workers)

Internal Coordination
In collaboration with the line manager, prepare the inputs for the situation report (SITREP) by collecting and compiling all relevant mission information every month;
Ensure proper filing (soft and hard copies) of all project documentation in the mission (source of verification);
Produce data for communication purpose (Regional Dashboard, Snapshot etc.).

Reporting
Provide monthly data report for each location to MEAL Coordinator;
Provide regular reporting on activities to the line-manager (bilateral meeting etc.);
Provide a Mission report and/or Handover document at the end of the assignment.

Other tasks related to the position
Participate in internal work meetings;
Report any security related issues to the line manager;
Regular field trips to project bases for the monitoring;
Any other relevant duties requested by the line manager.

As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

Expected profile
Education & Qualification

University degree focuses on Project Monitoring and Evaluation, or Statistics, Social Sciences, or in a related field

Professional experience
At least 2 years of professional experiences, in a similar or equivalent position;
Proven experience in monitoring system and tools;
Knowledge of humanitarian context in Turkey;
Preferred: Experience of working with international donor institutions such as ECHO, BPRM, etc.

Technical Skills and Personal qualities required
Strong data cleaning and analysis skills;
Proficient in the use of MS Office and IT in general;
Proficient in the use of Commcare;
Organised and able to manage priorities;
Proactive, adaptable and capacity to take initiatives;
Proactive approach to identifying solutions;
Diplomatic and open-mindedness;
Familiar with multicultural environment;

Required: Turkish and English (oral and written);
Preferred: Arabic
