Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial,independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Role Purpose

This Emergency Project Manager position is based in Gaziantep and will manage staff based in Gaziantep and Syria.

The Emergency Project Manager will manage the implementation of the project Shafak's response in assigned Field Sites and is responsible for timely and high-quality program implementation and support. The Emergency Project Manager provides supervision and leadership to staff at the field site and HQ, ensuring adherence to agreed work plans and reporting schedules as well as full compliance to Shafak’s policies in the areas of Finance, HR, Logistics and Information Management. The Emergency Project Manager works in close coordination with Program, Finance, HR and Logistics senior staff, as well as technical staff to ensure that programmatic and operational strategies are implemented at the field site.In addition, it is expected that the Emergency Project Manager will ensure that all grants are implemented in a manner that ensures the highest accountability standards for internal (partners, beneficiaries and Shafak HQ office) and external(donors) clients.

Key areas of accountability and responsibilities:

·        Support in project design and development through drafting concepts and proposals with program managers.

·        Ensure emergency assessments are executed and from them an integrated emergency response and implementation are developed.

·        Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy

·         Ensure all reporting internally or externally within agreed time frames.

·        Establish and maintain constructive working relationships with other NGO’s, UN agencies,bilateral and multilateral donors, and other principle stakeholders.

·        Ensure all emergency personnel understand and carry out their duties in accordance with humanitarian principles, core valuesand the Code of Conduct.

·        Create the conditions to ensure effective teamwork and morale. Ensure staff wellsprings addressed.

·         Conduct performance appraisals of emergency staff if and as required, ensure regular feedback and mentoring on individual performance.

·         Identify priority areas for capacity building of the staff and work with the Program Manager to provide additional training and support.

·        Represent Shafak in the different related agencies meeting and other different coordination groups.

·        Ensure that different sectoral activities are implemented in a coordinated and integrated manner.

·        Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.

·        Ensuring implementation and monitoring of projects activities and practices.

·        Maintaining projects budgets and tracking expenditures/transactions.

·        Participate actively in programming work in technical coordination and leadership to ensure relevance and quality of projects

·        Provide support and advice to logistics for program material purchasing through cooperation with SHAFAK Logistic department.

·         With the coordination team, take part in a weekly program review (budgetary, operational, logistical).

·         Coordinate with support departments (logistic,human resources, media and MEAL).

Required Qualifications, Experience and Attributes

·        Bachelor Degree in Development Studies or relevant technical field (e.g. Management, Economics,Engineering)

·        Three years of work experience of which at least one in a not-for-profit humanitarian organization.

·        Experience   in managing and implementing humanitarian programs/projects

·        Experience in managing/supervising staff

·        Knowledge of the Syria crisis context

·        Excellent project management experience in complex emergency contexts.

·        Excellent planning and organizational skills

·        Familiarity with projects involving large-scale procurement.

·        Familiarity with projects involving community-based and/or protection activities

·        Good knowledge of vulnerability assessment/beneficiary selection processes andapproaches.

·        Gender awareness and a commitment to gender equality.

·        Strong coaching, training and mentoring skills.

·        Strong awareness of safety, security and risk management best practices.

·        Good oral and written communication skills.

Excellent command of English(written and spoken).
