Advocacy consultancy to develop a an advocacy report and campaign addressing barriers impeding access to immunisation in Northwest Syria

Location(s) where the Services are to be performed: Remotely     

 

Pre Hire Checks Requirements: Depending on the nature of services of this contract, if the consultant if traveling to RI field operations they will require Advanced pre contracting checks.

 

  • Scope of Work Summary

Objective:
The consultant will develop an advocacy report and campaign aimed at overcoming barriers to immunization in northwest Syria. This includes identifying challenges, engaging stakeholders, and amplifying local voices to promote equitable vaccine access.

Key Responsibilities:

  • Research and Analysis: Assess barriers to immunization, conduct stakeholder mapping, and gather qualitative data through interviews.
  • Advocacy Report Development: Draft a report that highlights the current situation, barriers, and provides evidence-based recommendations.
  • Campaign Design and Implementation: Create and execute a targeted advocacy campaign, developing materials (e.g., fact sheets, social media content) and engaging media and partners.
  • Monitoring and Evaluation: Design an M&E framework to track campaign impact and report progress.

Deliverables:

  • Work plan and methodology
  • Needs assessment and stakeholder mapping
  • Draft and final advocacy report
  • Advocacy campaign strategy and materials
  • Final impact report

Qualifications:

  • Advanced degree in public health, international relations, or similar.
  • Minimum 5 years of relevant experience, including work in conflict-affected regions.
  • Strong research, communication, and stakeholder engagement skills.

The consultancy will run for 30 days

INFORMATION, SERVICES OR RESOURCES TO BE PROVIDED BY THE CONSULTANT.

The consultant will be responsible for providing the following:

  1. Research and Analysis:
    • A comprehensive assessment identifying barriers to immunisation access in northwest Syria.
    • A detailed stakeholder mapping, identifying key actors such as local partners, health practitioners, international organisations, and policymakers.
    • Qualitative data gathered from interviews and consultations with affected communities, healthcare providers, humanitarian actors, local partners and donors.
  2. Advocacy Report:
    • A draft and final advocacy report that includes:
      • A clear outline of the current immunization situation.
      • Specific barriers to access.
      • Evidence-based recommendations to address these challenges.
      • Testimonies and case studies from affected communities.
  3. Advocacy Campaign Strategy and Implementation:
    • A targeted advocacy campaign strategy with tailored key messages for different stakeholders.
    • Development of advocacy materials, such as:
      • Fact sheets.
      • Infographics.
      • Videos.
      • Social media content.
    • A timeline and roadmap for campaign activities.
  4. Monitoring and Evaluation Framework:
    • A M&E framework to assess the impact of the advocacy campaign.
    • Regular progress updates and final reporting on campaign outcomes, challenges, and lessons learned.
  5. Coordination and Engagement:
    • Engagement with local partners and media to amplify campaign efforts.
    • Liaising with key stakeholders and ensuring their involvement in advocacy efforts.
  6. Final Reporting:
    • A final report detailing the overall impact of the advocacy campaign, with key insights and lessons learned.
