About ONSUR:

International Association for Relief and Development (Onsur) is a non-governmental organization registered in Turkey N° (27-018-178) dealing with Relief and development projects through the empowerment of local communities to ensure a decent life, Founded at the beginning of 2012. ONSUR works through the main office located in Gaziantep province Turkey, in addition to execution offices in Syria, Lebanon, Iraq, Yemen, and Turkey.

POSITION SUMMARY:

The Compliance Officer is responsible to evaluate the effectiveness of internal controls and determine compliance with internal policies and procedures, donor, and local regulations. The role requires good knowledge and understanding of risk management, internal control, and compliance concepts within the Supply Chain, Finance, Administration, Human Resources, and Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Help to develop the Auditing and Compliance Department operational plans.
  2. Coordinate and cooperate with the Department’s staff regarding work in the Department.
  3. Help prepare periodical reports about the Department’s job performance.
  4. Participate in the internal and external meetings assigned to her/him.
  5. Suggest proposals and development initiatives for the Department.
  6. Participate in preparing and reviewing compliance policies and procedures manual concerning compliance with Turkish laws.
  7. Reviews adhering to the compliance requirements to the Doner's requirements with the supporting departments and supervises consultations regarding compliance and government auditing.
  8. Audit the organization's work and adherence to the governing policies and procedures.
  9. Follow up on the government laws and systems affecting the work of the ONSUR and changes and implement necessary procedures to examine and provide consultation to the other departments to adhere to the new laws or changes in laws.
  10. Help the Internal Auditing Department Management to determine the scope of auditing.
  11. Identify internal auditing and operational cycle weaknesses and suggest solutions to address them.
  12. Implement auditing processes for all departments by the auditing plan.
  13. Help the Internal Auditing Department conduct the ONSUR risk assessment.
  14. Conduct field visits to all administrative units by the auditing plan.
  15. Document ongoing auditing operations and participate in preparing the initial report on results, problems, and suggested solutions.
  16. Participate in training staff on anti-fraud and corruption policies and raise awareness of the importance of internal auditing.
  17. Participate in investigations, especially in cases of fraud or corruption upon request from Higher Management.
  18. Perform other tasks assigned to him/her related to the nature of the job.

Required Skills and Experience:

  • Bachelor’s degree in finance, business management, or a related field.
  • 3 years of proven experience in a compliance officer role.
  • Good knowledge of legal requirements and procedures.
  • Demonstrated understanding of risk management and risk assessment concepts
  • Brilliant oral and written communication skills.
  • Highly analytical with strong attention to detail.
