General Functions:

Within the context of labour market needs assessment under IOM’s “Promoting Sustainable and Socially Inclusive Labour Market Integration” project, the consultant will conduct a situation analysis that will help the identification of sectoral priorities at a provincial level and identify reasons why some sectors are not preferred or why employers prefer to employ foreigners. It will also focus on identifying employment-related gender disparities within the labour market. Based on the findings from the situational analysis, key sectors and occupations to be considered for further assessment and for implementing the job matching scheme will be consulted along with key local government stakeholders, the private sector, and representatives of local communities (including SuTPs, PuIPs) in the targeted provinces.

 

Major Duties and Responsibilities:

Evaluation purpose and objective

The objective of the “Promoting Sustainable and Socially Inclusive Labour Market Integration” project is to Increase formal employment of Syrians under Temporary Protection, Persons under International Protection and host community members and strengthen the harmonization process in Türkiye. The consultant will assist IOM, MoLSS, SSI, and PMM in the process of assessment including desk review for situation analysis, and development of the assessment methodology and tools.

 

Required Qualifications and Experience:

Education:

  • A minimum of a master’s degree in a relevant field such as Development Studies, Public Policy, Social Sciences, Economics, or a related discipline

 

Experience:

  • Proven experience in working with international development projects, NGOs, government bodies, or similar institutions.
  • Deep understanding of labour market dynamics, including sectoral analysis and employment trends
  • Familiarity with regional labour market policies and practices
  • Ability to conduct comprehensive situation analyses, including qualitative and quantitative data collection and interpretation
  • Ability to manage project timelines, deliverables, and stakeholder expectations effectively
  • Understanding of gender-sensitive approaches in employment policies and practices

 

Languages:

  • Fluency in English is required.
  • Working knowledge of Turkish is advantageous.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
