Oversee quality implementation of wage employment activities by actively engaging with private sector and other employment focused stakeholders such as the national employment agency (İŞKUR), and relevant entities such as chamber of commerce and industrial zones, for the facilitation of short- and/or long-term job creation through wage subsidies (WS), On-the-job training (OTJ), and market linkage activities, and

Under the supervision of the Economic Recovery Team Leader, coordinate with the partner to synchronize outreach and implementation of multiple complementary activities, other programme and coordination activities, and provision of technical guidance.

Geographic Scope: Şanlıurfa

This role has a field focus and ensures effective implementation of the activities responsible for in compliance with DRC procedures and guidelines. The position entails both oversight of timely and effective implementation of the activities in the area of responsibility and contributes to the development of economic recovery strategies, which are translated into action plans and day-to-day tasks.

 

Duties and Responsibilities:

Main Programme Implementation Tasks:

  • Implementation of day-to-day activities to ensure the successful implementation of wage subsidies, on-the-job training, and market linkage activities, according to the workplans agreed with Economic Recovery Team Leader.
  • Ensure communication with Economic Recovery assistants regarding intake sessions, to ensure provision of up-to-date market information to programme participants.
  • Under the supervision of the Economic Recovery Team leader, lead on the engagement with private sector companies and ensure strong communication is in place to execute programme interventions.
  • Lead regular analysis of wage-employment intake sessions data in close coordination with DRC Information Management Officer to ensure work plans are updated accordingly for timely completion of all activities which is under the responsibility with the Economic Recovery Team Leader.
  • Provide regular updates on relevant private sector developments and labor market trends in the programme locations to the economic recovery team at field and country office level.
  • Oversee programme participant placement in wage employment activities, follow dropouts, initiate timely replacement, and maintain a robust tracker to inform reporting.
  • Undertake an active business mapping to identify private sector entities to collaborate and construct a robust business database in coordination with the Information Management Officer.
  • Support the Economic Recovery Team Leader on communication with potential private sector entities under wage employment components and provide necessary information regarding the contractual terms of the activity to facilitate the signing and development of the collaboration agreement
  • Ensure programme activities implementation is aligned with DRC’s SOPs and compliance, raise any need for improvements with Economic Recovery Team Leader and Economic Recovery Coordinator.
  • Provide timely feedback on contextual changes to ensure institutional knowledge on employment related compliance and market trends.
  • Work closely with the Economic Recovery Officer Self Employment & Venture Support to facilitate linkages between private sector and DRC supported start-ups.
  • Lead active and regular program monitoring for wage employment activities through site monitoring visits and FGDs, and assure proper utilization and documentation of program monitoring tools and prepare reports on the findings with action plans.
  • Follow-up payment processes for the activities under responsibility, review supportive documents for program validation and maintain robust documentation and archive for activity expenses to be verified by Economic Recovery Team Leader.
  • Assure proper program documentation for the activities as per pre-defined means of verification and provide regular reporting on the indicators, achievements, and challenges related to the programme in close coordination with the implementing partner and other parties collaborated.
  • Regular reporting on implementation updates include progress, challenges and recommendations as per the request by the Economic Recovery Team Leader.
  • Under the supervision of Economic Recovery Team Leader, maintain close coordination with other DRC’s departments such as finance and supply chain
  • In line with the scope of this description, perform any other tasks assigned by the first line manager.

Technical support:

  • Support, guide, and coach Economic Recovery Assistants on conducting intake sessions in high quality according to local market.
  • Ensure sharing labor market dynamics information, minimum wage, work permit updates with Economic Recovery Assistants, and organize refresher orientation sessions to Economic Recovery team when needed.
  • Contribute to the development and harmonization of tools, workflows and SOPs.
  • Guide how to integrate cross-cutting protection considerations into planned interventions.
  • Analyze the changing needs amongst SuTPs and refugee groups to ensure DRC is providing relevant activities.

Coordination & Representation

  • Under the supervision of Economic Recovery Team Leader, proactively seek, assess, and report new opportunities regarding activities under her/his responsibility.
  • Under the supervision of the Economic Recovery Team Leader, coordinate and represent DRC towards employment focused stakeholders such as the national employment agency (İŞKUR), and relevant entities such as chamber of commerce and industrial zones in their programme location and respective area of implementation
  • Coordinate with other I/NGOs to ensure sharing information about DRC programmes.
  • Represent DRC in coordination meeting and working groups as requested by Economic Recovery Team Leader & Economic Recovery Coordinator.

Monitoring & Evaluation

  • Facilitate interdepartmental coordination with MEAL to assure timely implementation of MEAL plans
  • Ensure that FCRM related visibilities are shared with programme participants at the onset of implementation and other stakeholders.
  • Review MEAL reports produced on the activities under responsibility, and in work with the Economic Recovery Team Leader to develop actions plans in response to and take appropriate corrective actions. 
  • Keep a record of MEAL reports received, analysis of recommendations, and action taken to inform reporting.

Other

  • Any other tasks assigned by first or second manager in line with the role focus.

 

About you

To be successful in this role we expect you to have undergraduate degree or higher in business management, economics, finance or other relevant fields.

Moreover, we also expect the following:

Required

  • Minimum 2 years of practical experience in economic recovery/livelihood working for an INGO
  • Experience in working with private sector
  • Experience working in the humanitarian field with displaced individuals (preferably experience of working in Southern Turkey)
  • Understanding refugees' rights and protection issues, children, and women
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Fluency in Turkish and English required
  • Arabic is a strong asset.
