Position: Grants and Partnerships Manager

Location: Gaziantep, Türkiye

Reporting to: Director of Finance and Administration

Team: Grants and Partnerships   

 

Position Overview:

The Grants and Partnerships Manager plays a crucial role in managing the full lifecycle of grants and partnerships, from initiation to compliance, monitoring, and capacity building. This role ensures adherence to donor requirements, internal policies, and localization strategies while fostering impactful partnerships with local organizations.

 

KEY RESPONSIBILITIES

1. Partnership Management  

  • Establish and maintain strategic relationships with partners, ensuring alignment with programmatic and organizational objectives.
  • Develop and refine tools for partner identification, risk assessment, performance monitoring, and evaluation.
  • Advance participatory approaches with local NGOs (LNGOs) to enhance collaboration and sustainability.
  • Oversee transparent partner selection processes, including the management of solicitation documents, expressions of interest, and evaluations.
  • Conduct comprehensive partner mapping and maintain a detailed database of LNGO profiles.
  • Perform due diligence and capacity assessments for potential partners, identifying gaps and managing risks.
  • Lead periodic performance reviews of partners, developing actionable improvement plans and providing feedback.
  • Ensure active partner engagement across GC’s technical and operational teams.
  • Represent GC in partnership coordination meetings to promote best practices and collaboration.
  • Facilitate grant opening and close-out meetings, ensuring comprehensive coordination across teams.
  • Provide updates for internal and external reports on partnership activities.

 

2.Subgrants Finance and Compliance

  • Ensure timely and accurate submission of partners’ financial reports in line with subgrant agreements.
  • Oversee the review of liquidation documents to ensure compliance with donor and internal regulations.
  • Approve subgrantee cash requests and cost proposals, ensuring alignment with budgets and project objectives.
  • Monitor subgrantee financial performance and provide actionable insights to address variances.
  • Manage grant modification requests in collaboration with program teams and ensure compliance with donor requirements.
  • Maintain the subgrant's financial tracking systems for accurate reporting and oversight.
  • Coordinate grant closeout processes, ensuring proper documentation and compliance.
  • Extract learnings from grant evaluations to inform future strategies.

 

3. Capacity Building for Partners

  • Develop and implement capacity-building strategies tailored to partner needs.
  • Collaborate with GC’s technical and operational teams to design and deliver training programs.
  • Monitor the implementation of capacity-building plans and provide regular updates to leadership.
  • Conduct follow-up visits to assess and support partner progress.

 

4. Localization

  • Enhance the role of local actors in program delivery by developing strategic partnerships with community-based organizations (CBOs) and LNGOs.
  • Strengthen local partners’ financial, operational, and programmatic capacities to promote leadership in project implementation.

 

EDUCATION AND TRAINING

  • Bachelor's degree or equivalent in Business Administration, Economics, Finance, or a related field. Or a combination of experience and education working in this sector.

 

WORK EXPERIENCE

  • Minimum of 7 years’ experience in grants and financial management with INGOs, NGOs or UN agencies.
  • Familiarity with USG (USAID/BHA, BPRM) and UN (UNOCHA, UNHCR, WFP) donor regulations.
  • Proven experience working with LNGOs in Türkiye and Northwest Syria.
  • Expertise in partnership management procedures, tools, and capacity-building initiatives.
  • Comprehensive knowledge of USG compliance rules and regulations.
  • Experience in the Syria and Turkey response context
  • At least 4 years of supervisory/staff management experience is required.

 

TECHNICAL SKILLS

  • Proficiency in grant and contract administration, financial management, and compliance.
  • Strong negotiation and problem-solving abilities.
  • Excellent interpersonal and communication skills.
  • Advanced proficiency in MS Office applications, particularly Excel.
  • Commitment to working with local partners and building their capacity.
  • Flexibility, adaptability, and cultural sensitivity.
  • Willingness to travel to project locations and partner offices, including inside Syria.

 

LANGUAGES

    Fluency in written and spoken English is required. Proficiency in Arabic and/or Turkish is an asset.
