Local Equality Experts will be based in one of the following provinces with frequent travel as indicated:

  • Ankara with frequent travel to Eskişehir
  • Antalya with frequent travel to Mersin

  • Bursa with frequent travel to Kocaeli
  • Diyarbakır with frequent travel to Malatya
  • Gaziantep with frequent travel to Adana

Mission

The Local Equality Expert will support the design, planning, and management of UNFPA’s programmes, including humanitarian operations, in assigned provinces. This involves managing data inputs, providing logistical support, monitoring project implementation, and following up on recommendations, all in line with approved work plans and UNFPA programme procedures.

The expert will play a key role in facilitating the implementation of UNFPA’s programmes, particularly the Women Friendly Cities (WFC) Phase 3 Programme, supporting all stages of programme execution in the provinces where it operates.

The incumbent will utilize established systems and procedures to compile, synthesize, and analyze relevant information, develop mechanisms and systems, and ensure compliance with programme procedures. Additionally, they will assist in knowledge creation and provide support to other UNFPA programmes and coordination activities at the provincial level, including humanitarian operations, as needed.

Notes:

  • This assignment is initially for six months, with the possibility of a six-month extension. Extensions depend on high-quality performance, the continuation of mandate, availability of funding, and operational requirements.
  • Guidance: Reports to the Regional Field Coordinator, WFC, under the supervision of the Programme Analyst, WFC.

Task Description

Under the overall guidance of the Programme Analyst, Women Friendly Cities (WFC), and the direct supervision of the Regional Field Coordinator, WFC, the UN Volunteer will undertake the following tasks:

  1. Mapping and Engagement

    • Contribute to mapping local services provided by local authorities, government stakeholders, and NGOs.
    • Regularly visit municipalities and meet with public stakeholders and NGOs in the assigned provinces.
  2. Monitoring and Reporting

    • Support the monitoring of implementation units using standardized tools and checklists.
    • Ensure timely and accurate reporting/data collection from relevant UNFPA service units and service providers.
    • Monitor municipality and NGO cooperation mechanisms, identifying bottlenecks and deviations from standards.
    • Monitor referral systems in UNFPA-supported WFC municipalities and NGOs, identify issues, and implement solutions in collaboration with relevant UNFPA partners and staff.
  3. Communication and Coordination

    • Facilitate communication with implementing and local partners (e.g., Municipalities, Deputy and District Governors, Provincial Directorates of Family, Labor and Social Services, NGOs) to ensure effective programme implementation.
    • Organize and support joint activities, such as awareness-raising and empowerment initiatives targeting WFC Programme beneficiaries.
    • Attend local inter-agency and coordination meetings (e.g., health, protection, basic needs) and report updates to the Ankara Office, including relevant Humanitarian Programme staff.
  4. Data Collection and Knowledge Sharing

    • Assist partners in data collection and operationalization of online platforms.
    • Deliver documents and presentations on UNFPA programmes as requested.
    • Support networking with NGOs and liaise with local authorities to enhance programme collaboration.
  5. Event and Training Support

    • Make meeting and visit arrangements for field missions.
    • Organize local project events (e.g., meetings, workshops, seminars, training sessions) as requested by the Programme Analyst, WFC.
    • Arrange and support training sessions if requested by the team.
  6. Collaboration and Networking

    • Support collaboration between gender and health actors at the provincial level.
  7. Reporting and Other Duties

    • Submit weekly reports on activities, including visits to local authorities, service units, and partners.
    • Perform other duties as required.

  • Expertise in local service mapping, stakeholder engagement, and program monitoring.
  • Strong organizational and communication skills.
  • Ability to coordinate with diverse stakeholders and resolve operational challenges.

UN Volunteers are encouraged to integrate the UNV programme's mandate and promote volunteerism in their work. This includes:

  • Strengthening understanding of volunteerism by participating in UNV activities (e.g., International Volunteer Day on December 5) and engaging with relevant publications.
  • Building on traditional or local forms of volunteerism in the host country.
  • Providing self-reports on volunteer actions and outcomes (e.g., via https://vra.unv.org).
  • Contributing field experience write-ups for UNV publications and platforms.
  • Supporting the UNV Buddy Programme for new volunteers.
  • Promoting online volunteering among local individuals and organizations when feasible.

Assignment Requirements

Relevant Experience

  • Minimum Experience: 7 years of relevant programme/project experience, with at least 2 years in health, gender, protection, or humanitarian fields.
  • Additional Experience (Desirable):
    • Monitoring service provision and reporting.
    • Working in health, gender, production, and/or humanitarian programmes.
    • Collaborating with local NGOs, authorities, and/or public institutions.
    • Experience with international organizations.
    • Coordinating project-related meetings, workshops, or events.

Education

  • Bachelor’s degree or equivalent in social sciences, political sciences, economics, administrative sciences, or a related field.

Skills and Competencies

Technical Skills:

  • Proficiency in current office software applications and corporate IT systems.
  • Driving license (B) with active driving experience (Preferred).

Summary of National UN Volunteer (Expert) Entitlements

  • Monthly Living Allowance (MLA): USD 1,904 (paid in Turkish Lira).
  • Private Insurance: Health, dental, life, and dismemberment coverage provided by CIGNA.
    • Note: UN Volunteers are not included in Turkey's National Security Institution (SGK) system but can initiate private coverage.
  • Entry Allowance: USD 400.
  • Exit Allowance: USD 113 per month, payable upon satisfactory completion of the assignment.
  • Annual Leave: 2.5 days accrued per calendar month.
  • Learning Access: Free access to various learning platforms and the UN & UNV network.

  2. UNV assignments are volunteer roles, not employment contracts.

The purpose of these allowances and entitlements is to enable UN Volunteers to maintain a secure standard of living in line with United Nations standards.
