Project: Participatory, Inclusive and Green Recovery for Local Public Services in Earthquake-Affected Region Project (PACE)

 

The Multi-Donor Action “Participatory, Inclusive and Green Recovery for Local Public Services in the Earthquake-Affected Region is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Participatory, Inclusive and Green Recovery for Local Public Services in Host Communities”. The Overall Objective of the Action is to contribute to Türkiye’s earthquake recovery by supporting local public service delivery in an inclusive and sustainable way. The action aims to support Türkiye in pursuing efficient service delivery practices across public administration at provincial and local level that directly impact the recovery efforts on the ground thus ultimately speeding socio-economic development as well as green and sustainable growth.

 

 

A. Main Activities

 

The Monitoring, Evaluation (M&E) Advisor shall be responsible for the development and maintenance of the Result-Based Monitoring (RBM) systems/tools and activity monitoring of the ‘Participatory, Inclusive and Green Recovery for Local Public Services in the Earthquake-Affected Region Project’ (PACE) and the periodic delivery of monitoring results to the project manager. S/he shall take the lead in the development and maintenance of a M & E system and ensure alignment with the reporting requirements to the main commissioning parties EU (represented by the Central Financing and Contracts Unit of the Ministry of Finance, CFCU) as well as the German Federal Ministry for Economic Cooperation and Development, BMZ, efficiently handling monitoring systems like OPSYS or Onsite Operations. The position includes the following tasks:

 

  • Maintaining and further developing a (results based) monitoring and evaluation (M&E) system for the PACE project
  • Managing regular monitoring activities for the project and its components (incl. collection of qualitative and quantitative data from project and partner staff), processing data and preparing analyses of data
  • Ensuring that project and partner staff have a sound understanding of project goals, indicators and how to achieve them, potentially by provision of regular trainings
  • If applicable, supporting the set-up of data bases (for beneficiaries e.g.) and its ongoing technical support, maintenance and usage, including moderate programming
  • If applicable, establishing a connection of data bases to a dashboard tool, e.g. PowerBI
  • Ensuring access to and availability of consistent quality data for key messaging and information material for use in reporting and information material
  • Consolidating monitored data regularly and informing project management on developments
  • Providing input for reports to the BMZ and the EU
  • Supporting the information, communication, and public relations work of the project by providing results data
  • Preparing for and coordinating the use of external expertise for baseline and other qualitative or quantitative studies, evaluations etc.
  • Communicating project results to stakeholders, target groups and selected audiences, which may include contributions to newsletters, media and social media channels, the production of digital and print communications materials
  • Planning and coordination of communication measures in line with corporate identity and stakeholder requirements
  • Ensuring access to and availability of key messages, content, photo and video footage for use in programme and stakeholder communications

 

 

 

B. Required qualifications, competencies and experience

 

Education/Qualifications

  • Bachelor’s or master’s degree in M&E, social, political, economic or legal sciences or any other relevant field.

 

Professional experience

  • Minimum 5 years of professional experience in results-based monitoring and evaluation
  • Minimum 5 years of professional experience in international development. Experience with EU and/or GIZ will be considered as an asset.
  • In-depth working experience in the collection and analysis of qualitative and quantitative data, including data quality control
  • Efficient use of IT tools for results monitoring and presentation, such as Onsite Operations or similar
  • Basic programming skills, graphic design and photo editing skills and knowledge on usage of dashboard tools (PowerBI preferred)
  • Excellent oral and written communication/ presentation skills
  • Fluent in spoken and written Turkish and English, working knowledge of German is an asset.
  • Professional, confident, and reliable conduct towards stakeholders, customers, service providers, suppliers, superiors and colleagues
  • Exercises discretion and treats work issues confidentially
  • Experience in cooperation with sensitive partners, ability to work in a difficult context
