About the job

Overall purpose of the role: Based in the DRC Türkiye Country Office (Adana). The role provides technical oversight to DRC’s Protection program, including strategy and proposal development, technical guidance and guidelines, technical support for DRC and partner staff, as well as advising on protection research, needs assessment(s), and advocacy efforts.

Geographic Scope: Country (Türkiye)

Based in the DRC Türkiye country office (currently based in Adana but a potential move is under consideration). The role provides technical oversight to DRC’s Protection program, including strategy and proposal development, technical guidance and guidelines, technical support for DRC and partner staff, as well as advising on protection research, needs assessment(s), and advocacy efforts.

 

Duties and Responsibilities:

  • Program strategy and new project development: Responsible for developing the protection strategy and action plan for DRC Türkiye and lead on its implementation. Lead on developing proposals for protection, including for designs that integrate protection with other sectors, responding to donor reporting requirements and representing DRC’s protection program during donor engagement
  • Project implementation and technical support: Ensure regular supervision, mentoring and technical support to DRC protection staff and partner teams. Develop guidance, standard operating procedures (SOPs) and associated training packages and lead-on the delivery of trainings to field staff and partner teams. Support the Monitoring, Evaluation, Accountability and Learning (MEAL) department in developing and rolling out qualitative and quantitative monitoring, analysis and evaluation approaches to build institutional learning on protection
  • Partnership management and support: With the support of the Partnerships Coordinator, Head of Program, and Senior Management Team, continue shaping and operationalizing DRC’s localization approach to protection programming and identifying innovative ways to collaborate with CSOs, national and grassroots organizations including Refugee-led organizations beyond formal partnership agreements. This will include capacity development and technical support to existing and new partners.
  • Protection research and advocacy: Together with the Research and Communications Specialist and Senior Management Team, develop the Advocacy Strategy and Action Plan that outlines modalities and approaches that are contextualized to the Türkiye Context. Together with the Research and Communications Specialist develop key advocacy messages on priority issues that can be used by senior management during external engagements. 
  • Coordination and representation: Collaborate with relevant internal and external technical experts on issues related to protection. Represent DRC at relevant coordination meetings at country level, including the protection working group, GBV working group, and South-East Turkey protection and GBV working groups. Maintain technical links with DRC’s Regional and Global counterparts.

 

About you

To be successful in this role we expect the following:

Required

  • Minimum 5 years of demonstrated technical experience in the international protection sector preferably with an (I)NGO and/or UN agencies 
  • Minimum 3 years of experience leading, managing or providing technical advise/support to a protection program that preferably includes legal counselling and assistance, case management and protection monitoring programming
  • To have master's degree in law, political science, international development or another relevant field is preferable.
  • Full professional proficiency in English; Arabic and/or Turkish is a strong asset
  • Very strong technical writing skills.
  • Documented skills in project development and design for protection programs, preferably in a multisectoral setting
  • Experience in protection strategy development including the development of SOPs, training materials and action plans
  • Experience working with key institutional donors such as ECHO, DANIDA, SDC, BPRM, EU INTPA on protection
  • Experience working on protection with private sector donors and foundations is an asset
  • Experience in driving protection partnerships including with refugee-led organizations, national partners, local/government authorities, UN organizations and networks, an asset
  • Experience in advocacy for protection a strong asset
  • Experience working on mixed migration programming a strong asset

Contract length: 10 Months (with possible extension based on fund availability and performance)
