Ad Description

Program Integrity Unit (PIU)’s main goal is developing and upholding an organizational culture of transparency, data privacy, and fraud prevention for staff, refugees, and contractors. The Risk & Compliance Officer (RCO) works under the supervision of the Risk and Compliance Coordinator (and in their absence, the Head of Program Integrity) for monitoring compliance with donor, ICG, ICMC HQ and NIST requirements; and for contributing to the organization’s fraud mitigation and workplace investigation efforts.

In addition to performing any work-related duties and responsibilities assigned by the Risk and Compliance Coordinator (in their absence, by the Head of Program Integrity) the RCO supports the RCC with the following functions:

1.            Checking, reviewing, and updating anti-fraud messaging, posters and signage posted around RSC offices, the Refugee Information Website, and other locations on a quarterly basis

2.            Checking the complaints email inbox and physical complaints boxes and recording the received fraud/malfeasance complaints in the complaints register. Assessing complaints as assigned by the RCC. 

3.            Preparing memos on fraudulent websites/social media accounts

4.            Preparing quarterly Fraud Trends Reports, and participating to Fraud Trends meetings organized by the Regional Refugee Coordinator

5.            Responding to and coordinating requests for access rights with relevant units and/or senior management Follow up on Compliance Monitoring and preparing monthly and quarterly Compliance Monitoring

6.            Supporting the RCC for organizing semi-annual Fraud & Ethics Committee meetings and review/update the Staff Fraud Risk Assessment

The RCO also supports the following PIU activities:

7.            Supporting all staff, contractors, units, and departments for ensuring compliance with PRM, ICMC HQ and NIST requirements

8.            Taking active role in design & delivery of PIU trainings "

9.            Suggesting, preparing, translating and sharing informative posters, program integrity reminders, handbooks and similar material for responding to gaps identified in staff/interpreters/refugee applicants’ knowledge on program integrity.

•              University degree in a related discipline (Social Sciences, Law, NGO Management, Project Management, Public Administration, Business Administration, etc.)

•              Minimum 2 years of experience in the field of NGOs dealing with migration and/or refugees.  Experience in program integrity, monitoring & evaluation, risk analysis and compliance are a plus.

•              Excellent written and verbal communication skills in English and Arabic and/or Farsi.

•              Demonstrated ability of translating between English and Arabic and/or Farsi verbally and in writing.

•              Excellent command of MS Office applications. Experience with other software and online platforms (Survey Monkey, Talent LMS, Canva etc.) is a plus.

•              Good understanding of concepts such as confidentiality, integrity, transparency, data privacy, compliance practices, and information security.

•              Demonstrated ability of designing and providing effective trainings.

•              Experience and knowledge of USRAP is a plus.

•              Experience in writing, adapting, and implementing procedures and standards is a plus.

•              Experience and knowledge of conducting risk analysis is a plus.

•              Experience in conducting internal audits and preparing reports is a plus.

•              Knowledge of ICMC’s anti-fraud measures and familiarity with program integrity and legal requirements is a plus.

•              Experience on conducting workplace investigations is a plus.

•              Turkish citizenship or an existing work permit is a requirement
