Senior MEAL Officer (IRTRGA-SMO)

Position Summary

The Senior MEAL Officer is responsible for follow-up and coordinating all Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across all sectors mainly development, livelihood, and early recovery programmes. The role ensures that quality data is collected, analyzed, and utilized to inform programme design and implementation. The Senior MEAL Officer works closely with programme teams, partners, and communities to ensure accountability, compliance, and adaptive learning to improve impact and programme quality.

Monitoring and Evaluation

• Design and oversee MEAL frameworks and systems for all programmes, particularly in development, livelihood, and early recovery sectors.

• Develop and implement MEAL tools, data collection methodologies, and reporting templates, ensuring adherence to ethical standards and data protection protocols, including informed consent and confidentiality.
• Lead baseline assessments, mid-term reviews, end-line evaluations, impact assessments, and real-time evaluations.
• Support the development of logical frameworks, results frameworks, and performance measurement plans, including setting realistic targets and developing appropriate indicators.
• Ensure routine and quality data collection, analysis, and reporting in alignment with donor and organizational requirements.
• Consolidate output tracker data and follow up and assist in data collection and assessment processes as needed.
• Lead the development and maintenance of MEAL plans, Indicator Tracking Tables (ITTs), and data management systems, while utilizing appropriate data platforms and tools for analysis and visualization (e.g., Excel dashboards, Power BI, or other digital systems).
• Facilitate programme units in meeting minimum standards and applying standard processes across key interventions to strengthen compliance and programme quality.
• Conduct regular field monitoring against quality benchmarks and support corrective action planning.
• Ensure all M&E systems and processes are inclusive, conflict-sensitive, and supported by innovative technologies such as mobile data collection and digital surveys to enhance accuracy and efficiency.
• Contribute to routine programme updates for internal information sharing and decision-making.

Accountability and Compliance

• Promote beneficiary accountability across all programmes, in line with the Accountability Framework, ensuring timely follow-up on feedback received.
• Support field and programme teams to ensure inclusive participation from affected communities, including women, and facilitate open information sharing.
• Maintain and analyze data from the Complaints and Feedback Mechanism (CFM) to inform programme improvements and future design.
• Ensure programme design and implementation align with international standards (e.g., CHS) and relevant national standards.
• Represent the organization in MEAL-related working groups, donor meetings, and coordination forums as required, ensuring strong MEAL integration into overall response planning and compliance.

Programme Learning and Documentation

• Promote a culture of learning across programme teams, facilitating knowledge sharing between sectors and field offices.
• Track emerging trends, lessons learned, and recommendations, and support their integration into planning and project design.
• Contribute to programme documentation, learning product development, and internal knowledge management.
• Support or lead technical inputs into evaluations and assessments and identify internal or external resources as needed.
• Ensure utilization of MEAL data through regular trend analysis and concise reporting to inform strategic decision-making.
• Provide MEAL support in emergency responses, including the development of rapid MEAL plans to ensure timely data and evidence collection during crisis interventions.

Programme Quality

• Support the development of proposals and concept notes, focusing on elements such as theories of change, logic models, results frameworks, and MEAL plans.
• Enhance technical quality in project design and implementation through training, reviews, and technical guidance.
• Continuously assess implementation and identify improvements based on lessons learned, best practices, and new developments.
• Support budgeting for MEAL components during programme design and ensure appropriate resource allocation for MEAL activities across all projects.

Language Skills

1. Fluency in English, Arabic, and Turkish is required, both written and spoken.

Qualifications and Experience

1. University degree in either Statistics, Economics, Population Studies, Development Studies, Project Management or another relevant field.
2. 3-5 years of monitoring evaluation, accountability and learning experience preferably with INGOs.
3. Work experience in food security, livelihood, health & nutrition, WASH, education, community driven development projects and recovery programs.
4. Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).
5. Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to analyze problems and propose solutions.
6. Strong ability to work with team and work independently and meet tight deadlines.
7. Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.
8. Previous experience in conflict area will be an asset.
9. Experience in the usage of computers and office software packages, experience in handling web-based management systems.
