Background of the Programme |
Improved competitiveness towards a model of increased export is the key factor. to rebalance Turkey's economy’s growth, which is currently highly dependent on domestic demand. Ministry of Industry and Technology (MoIT) is the leading institution in competitiveness and innovation sector which acted as the operating structure for the Competitiveness and Innovation Sector Operational Programme (CISOP) in IPA II. CISOP is one of the basic planning and action documents for the implementation of IPA II in Turkey. The aim of the programme is to improve the business environment and strengthen research, technological development and innovation. The following is a call for the provision of services by a Team of Senior and Junior Non Key Experts (NKEs), within the scope of the expert services provided by a consortium of consultancy companies headed by EURECNA to the project "Technical Assistance for Kahramanmaraş Gold and Jewellery Centre”. The overall objective of the Project of which this contract will be a part is to contribute to the socio-economic development of Kahramanmaraş. The purpose of this contract is to develop competitiveness of SMEs in Jewellery sector. The Project is composed of implementation of activities under two main groups:

All proposals will be subject to discussion and final validation by the ERA and MoIT. The strategy and all the external communication will be in line with the IPA-II rules described in the visibility manuals and guidelines mentioned in the TA contract. They will be subject to review and approval by the Contracting Authority. |

Methodology to be applied for this assignment |
The following methodology will be implemented: The methodology to be used for the above specified activities is to close cooperation with Beneficiary and TAT as well as working together with team of Senior and Junior Experts in order to prepare training curriculum and materials on precious/semiprecious stone design and processing. The mission may include company visits, Gold Centre visits, 3D Modelling Centre visits, consultations with SRER, OCUD and OCU members, Gold Centre legal entity (if established) employees and KSU project relevant staff members. The close cooperation with beneficiary and TAT is important for sufficient information and documents accepted by them. |
Tasks to be conducted and undertaken under this assignment |
B.1.4 Prepare training curriculum and materials on precious/semiprecious stone design and processing The tasks the expert will undertake include:
The details of the training curriculum and materials will be determined in conjunction with the TAT and OCU taking into consideration the Beneficiaries’ requirements and priorities. The expert will provide to the TAT a comprehensive list (in English and Turkish) of small tools and consumables possibly necessary for the smooth delivery of the precious/semiprecious stone design and processing training programme. This list has to be included in the report. The expert will strictly follow all the in-force regulations related to the Covid-19 pandemic (wear of the mask, social distancing, etc.).

Location and duration of the assignment |
All briefings / debriefings will take place at the Project Office in Kahramanmaraş Chamber of Jewellers. If required, further briefings / debriefings with ERA and the CA will be arranged. The location of the assignment is Kahramanmaraş. The assignment is foreseen to be undertaken during the period 29th of March 2021 to 14th of December 2022. During this period, the expert may undertake various missions to Kahramanmaraş for 5 working days in total. If needed, permission must be requested in advance for working on public holidays or weekends, accordingly also to the beneficiaries needs. |
Reporting |
The expert will report to the Team Leader during the execution of the mission. In addition, the expert will be expected to deliver:
All Reports will be prepared in English and if necessary, translated into Turkish. The TAT will review the draft final report; the results and recommendations of the formal review should be addressed by the expert and incorporated as appropriate into the final report. The final report should be submitted to the TAT no later than one week after receipt of the review. |
Monitoring and Evaluation |
The Team Leader of the TAT will be responsible for the monitoring and evaluation of the input of the Non-Key Expert and for quality assurance related to the documentation prepared by the expert. All reports and tangible outputs will be on file and archived. |
