IFRC is currently seeking a Field Coordinator to join the ESSN III Team in Gaziantep (Turkey).
Job Purpose
Under oversight of the Team Leader, Field Coordination the field coordinator will be based in the TRC ESSN (Emergency Social Safety Net) regional office and will provide representation, programme and field-level technical leadership to the ESSN III program. S/he will be directly responsible for field level planning, coordination, capacity support and monitoring, whilst providing guidance to the Field Officers with the aim of assuring timely implementation of activities to meet operational objectives
Responsibilities
Operations management support
- Plan and coordinate field activities under the guidance of the Team Leader, Field Coordination and in close coordination with TRC field teams
- Review TRC capacity in the field, and initiate requests for mobilizing additional human and logistical resources, if required, as agreed Team Leader, Field Coordination.
- Arrange field level visits of management; including coordinating with TRC on preparing Joint Monitoring Missions (JMM) and other ad-hoc IFRC leadership mission.
Technical support
- Actively contribute to the development of TRC field level planning processes
- Under leadership of the Team Leader, Field Coordination, actively contribute to IFRC field level planning and assure TRC field office is aware of events and actions relevant to the technical capacity development.
- Support TRC field level teams to assure consistent application of IFRC Minimum Standard Commitments to Gender and Diversity
National Society capacity Support
- Identify and communicate to Team Leader, Field Coordination the field level TRC capacity support needs, including working with IFRC field officers to assure mentoring and coaching and identify appropriate training for TRC staff, and volunteers.
Coordination, cooperation, networking and partnership
- Foster and maintain a good working relationship with TRC field and SASF (Social Assistance and Solidarity Foundations) offices; including making available relevant information for SASFs, PDMM (Provincial Directorate of Migration Management) and Nüfus in a timely and professional manner.
- Represent IFRC in regional coordination and support field level coordination for planning monitoring and oversight activities
- Support relationship development between IFRC and SASFs, though supporting the field coordinators to foster trust and identify capacity support needs.
- Represent the IFRC in relevant local coordination meetings as well as liaise with local public authorities, UN agencies, and international and non-governmental operating agencies.
- Identify sensitive issues relating to outreach, SASF allowance, protection and ensure immediate communication to IFRC management through the appropriate management line.
Programme monitoring, evaluation and reporting
- Produce weekly operational situation reports and updates.
- Contribute to the IFRC reporting processes (standard and donor reporting) as requested by Team Leader, Field Coordination in coordination with M&E delegate.
- Providing adequate oversight to assure field level organizational accountability
- Plan with Team Leader, Field Coordination, the efficient and effective use of IFRC resources used in the project.
- Join TRC on field monitoring and provide oversight of field level activities to assure adequate quality of field level activities
- Regular feedback to IFRC management to assure leadership is fully informed on any material developments which could affect the project and/or IFRC.
- Coordinate with TRC for the Capacity and vulnerability assessments and work with all relevant actors to assure adequate skills, knowledge and capacity to fulfill high level of data collection
Staff Management
- Manage directly a Field Officer
- Lead performance management processes with field coordinators and assure compliance of field teams to IFRC rules and regulations
- Regularly join field officer and support with day to day monitoring and coordination.
Education
Required
- Relevant university degree or equivalent qualification
Preferred
- Basic RCRCM Training Courses or humanitarian response training or equivalent knowledge
Experience
Required
- Minimum of 5 years relevant work experience in relief operations
- 3 to 5 years work experience with an International Organisation, international non-governmental organization, NGO and/or government development agency
- Field experience in disaster and crisis management operations
- Good knowledge and relevant work experience in cash transfer programming and/or social safety nets
- Practical experience in monitoring and assessments (including FGDs and interviews)
- Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
- Knowledge and understanding in the use of participatory tools in community planning approaches
Preferred
- Experience within the Red Cross and Red Crescent Movement
- Substantial experience in community led processes
- Team management experience
- Background in report-writing
