Enhancement of Entrepreneurship Capacities for Sustainable Socio-Economic Integration (ENHANCER) Project.

Location

This position is for 8 provinces, which are Adana (responsible for Hatay & Adana), Bursa, Gaziantep (responsible for Gaziantep & Sanliurfa), İstanbul, İzmir, Kayseri, Konya and Mersin. Field Monitoring Experts (FMEs) / Associate Project Officer (APO) will be recruited for each province/provinces as full time staff.

Organizational Setting

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 19 Member States and over 70 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. The organisation’s greatest assets are its 450 + staff members, who personify its values of commitment, integrity, partnership, respect, and innovation in actions and decisions.

The ENHANCER (Enhancement of Entrepreneurship Capacities for Sustainable Socio-Economic Integration) Project is prepared to provide a comprehensive, innovative and inclusive support with a strategic approach in order to contribute to the socio-economic inclusion of the Syrians Under Temporary Protection (SuTPs) to the local host communities (HC)s. The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrian SuTPs to the local host communities (LHCs) through improving employment and livelihood opportunities.  Under Activity 4.4, ENHANCER Project will maintain Monitoring and Evaluation Activities (for Activities 4.1, 4.2, 4.3, 6.1 and 6.2) for funded projects in 11 provinces, namely in Adana, Ankara ,Bursa, Gaziantep, Hatay, Istanbul, Izmir, Kayseri, Konya, Sanliurfa, Gaziantep, Mersin, in cooperation with the MoIT-DG Regional Development Agencies and the 10 regional development agencies.

Main Purpose

Under the supervision and guidance of the project’s Grant Management Leads, the Field Monitoring Experts (FMEs) / Associate Project Officer (APO) provide support to the area of different grant programmes in order to ensure socio-economic inclusion of the Syrian refugees who are under Temporary Protection (SuTPs) to the local host communities (LHCs) through improving employment and livelihood opportunities under the scope of ENHANCER Project Activity 4. 

 

 

Role

As an active member of the project team, the Field Monitoring Experts (FMEs) / Associate Project Officer (APO) support the grant teams regarding project activities and administration of project inputs in line with ICMPD´s rules and business processes. The Field Monitoring Experts (FMEs) / Associate Project Officer (APO) support the monitoring and implementation of other activities of ENHANCER such as entrepreneurship trainings, B2B events, etc. in her/his geographic area of responsibility.  The Field Monitoring Experts (FMEs) / Associate Project Officer (APO) support grant teams and other teams by means of regular communication with partners, beneficiaries and other stakeholders as well as the organisation and monitoring activities of the project.

Functions / Key Results Expected

  • Support day-to-day planning and the follow-up with partners and stakeholders on implementation of project activities,
  • Provide support to the organisation of trainings, events, meetings, field visits, workshops and other activities.
  • Support  administrative activities and processes in accordance with ICMPD`s and Donor`s rules and established business processes,
  • Participate in regular joint monitoring field visits to project province(s) to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, involving the relevant grant colleagues, local and regional authorities.
  • Guide grant beneficiaries on the ICMPD procedures and principles of grant implementation.
  • Ensure proper follow-up of the action and take any mitigation measures as required.
  • Ensure timely preparation and submission of required project reports,
  • Provide support to grant beneficiaries for correct reporting of expenditure, i.e. listing of incidentals, invoices and bank statements, ensuring proper budgetary forecasts and payment requests in coordination with ICMPD`s Corporate Finance and Budget Division (CFBM) and the certifying officer in charge
  • Support ICMPD`s CFBM and certifying officer in charge on reporting requirements and provide preliminary checks on the interim reports of grant beneficiaries.
  • Establish constructive communication and collaborate closely with the Grant Management Teams, PGU/RMU, MoIT, Regional Development Agencies, regarding progress of grants including routine follow up of work plans and periodic joint grant performance review meetings.
  • Support knowledge building, knowledge sharing and performance management in the area of planning and M&E.

 

 Required Expertise

  • Ability to provide effective support to the implementation of project activities, in an international context, in the field of implementation, monitoring and evaluation of grant schemes.
  • Capability to establish good working relations with project partners, beneficiaries, and other stakeholders to ensure effective coordination in the assigned area of work.
  • Timely and qualitative support provided to the overview and monitoring of project implementation and grant schemes.  
  • Ability to conceptualise new approaches to support the implementation of project activities.

 

Qualifications, Experience and Language Skills

  • Master’s degree in Business Administration, Social Science, Engineering or related fields.
  • Minimum of 1 year of experience in project management in the field of implementation, monitoring and evaluation of grant schemes.  Experience with an international organization, EU funded projects and businesses and related reporting activities, is an asset.
  • Knowledge of financial statements, financial management and Turkish accounting system is an asset.
  • Proficiency in (verbal/written) English and Turkish.
  • Proficiency in use of standard IT tools.
