An international consortium is seeking a highly motivated individual to join our team as a Finance and Human Resources (HR) Specialist.

Qualifications and Skills

  • University degree in Economics, Banking & Finance, Business Administration or similar
  • Full computer literacy, good knowledge of MS Office tools and advanced use of Excel, knowing tools
  • Excellent knowledge (speaking, reading and writing) of English
  • Well-organized, result focused, strong attention to details and ability to meet deadlines
  • Strong ability to work both independently and in an international team environment
  • Able to work in a complex and fast paced environment
  • Business partner style, supportive, creative

General Professional Experience

  • Minimum 5 years of professional experience gained in accounting/finance, audit or banking sector

Specific Professional Experience

  • Proven working capital management and cash forecasting skills – working with the business
  • Experience of profit improvement initiatives and actions
  • Familiar with monthly business performance review and management
  • Experience in coordination and management of budget cycle
  • Experience in coordination and implementation of effective internal control environment, including project tendering
  • Knowledge of IFRS and Turkish GAAP
  • Experience gained in a large scale TA project(s) in scope of project finances and familiarity with PRAG rules and procedures will be an advantage

Job Description

The Finance and Human Resources (HR) Specialist has overall responsibility for all financial and fiscal review, reporting and asset stewardship, and management of working capital and reports directly to the Managing Director (MD).

In specific, s/he will be responsible from:

Company Financial Duties:

The coordination and supervision of following tasks during the daily operations of the company (include but are not limited to):

  • Ensuring that the company operates within an effective framework of internal review and management information and reporting
  • Production management information, including monthly management accounts, risk overview, performance pack, forward orders, half year and annual statutory accounts
  • Production of weekly cash-flow forecasting, management of working capital
  • Preparing project budgets and cash flow forecasts
  • Coordinating financial information with the accountant
  • Responsible from preparation of all types of reports requested by the management
  • Responsible from following up the receivables
  • Responsible from managing each projects’ cash flow forecast, loss & profit accounts and work in progress (WIP)
  • Other financial management activities

Project Financial Duties:

The coordination and supervision of following tasks during the daily project implementation (include but are not limited to):

  • Contributing to the project activity planning related to budgeting
  • Controlling the incidental budget approval requests, tracking the expenditures and follow up the invoicing process with the suppliers, handling payments
  • Maintaining accurate and daily accounting registry (Cash and Bank Accounts) in Excel
  • Responsible from the proper usage of the project VAT exemption certificate. Coordinating/controlling VAT contracts and reporting to the related state institutions
  • Responsible for the preparation of six monthly financial reports to be submitted to the Contracting Authority.  (man day reports and incidental expenditure reports)
  • Coordinating the expenditure verification process with the external audit company
  • Managing the procurement and tendering processes related to incidental budget
  • Managing all the written financial correspondences
  • Responsible for filing of all financial documents
  • Preparing employment contracts for non-key experts
  • Preparing contracts for outsourcing services

Human Resources and Contracting Function:

The proper daily management of the following tasks:

  • Preparing and posting of job advertisements upon request
  • Performing search/selection activities upon request
  • Fully understanding and well analyzing the unique needs in accordance with the job descriptions, selecting the most appropriate candidates and directing them
  • Managing the expert database upon request
  • Responsible from preparation of all types of contracts including (employment contracts, consortium agreements, pre-bid agreements, third party contracts etc.)
  • Managing the expert database upon request
  • Other duties as assigned
