Job Purpose:
To plan for the financial sector and for implementation in addition to ensuring the use of funds received for the organization to implement projects within the policies and procedures with the exercise of control over all expenditures also prepare periodic financial reports and final reports at the end of the fiscal year, update policies and financial procedures in accordance with legal and professional requirements.

Key Responsibilities

Management:

  • Oversee operations of the finance department, set goals and objectives, and design a framework for these to be met.
  • Maintain a documented updated system of accounting and financial policies and procedures.
  • Maintain updated and effective communication with the banks and banking system.
  • Manage the relation with money transfer agents and service providers to ensure a smooth money transfer are in-place.
  • Managing the organization’s financial accounting, monitoring and reporting systems.
  • Ensure effective and active coordination with the financial advisor (Mali Musavir).
  • Assures protection for the assets of the business through internal control, internal auditing and assuring proper insurance coverage.
  • Managing the cash, including the bank accounts, dues from partners, and liabilities are matched and well managed.
  • Conducting the bank transfers within Turkey and externally to Syria offices in a way that minimize the relevant risks.
  • Reviewing the processes to ensure all payments are totally in-line with the agreed procedures and that all supporting documents and needed approvals are in place.
  • Representing the department in front of the internal and external auditing processes including the governmental and donors' auditors.


Budgeting, costing and Accounting:

  • Manage the preparation of the organization budget.
  • Assist management in the formulation of its overall strategic direction
  • Managing the organization’s financial accounting, monitoring and reporting systems.
  • Managing the projects' budgets and agreements and maintaining the procedures that ensuring the best management of the granted funds.
  • Ensuring the monthly costs (both direct and shared) are managed and allocated properly in a way that achieve fairness position.
  • Holding and updating the monthly master budget to ensure that sufficient funds are available to meet ongoing operations.
  • Administers the preparation of interim, year-end and comparative financial reports; performs and provides an analysis of current results to prior periods and/or budget.
  • Managing the reporting processes to ensure the best practices toward the accounting manual, grants' policies, and regulations. And to ensure a monthly closing of the accounts are in place.
  • Preparing the annual financial reports in line with the IFRS and with the hosting-country regulations and standards.
  • Prepare and analyze accurate monthly financial and management reports, including income statement, balance sheet, budget and variance, projections and forecast, and cash flow
  • Maintain control of the following areas: general ledger, accounts payable, expense reports, billing, and payroll.

Financial Management :

  • Engage in ongoing cost reduction/management analyses in all areas of the organization
  • Engage in benchmarking studies to establish areas of potential operational improvement
  • Interpret the organization's financial results to management and recommend improvement activities.
  • Create additional analyses and reports as requested by management.
  • Preparing and interpreting reports, budgets, accounts, commentaries, and financial statements
  • Ensure the Organization’s financial system and operations comply with the GAAP.
  • Undertaking strategic analysis and assisting with strategic planning
  • controlling income, cash flow, and expenditure
  • Managing budgets
  • Developing and managing financial systems/models
  • Carrying out risk assessments
  • Supervising finance staff
  • Analyze financial records to improve budgeting or planning


Note: The above mentioned key responsibilities/accountabilities are illustrative ones. Another future responsibilities/accountabilities may be assigned to the job depending on the department organizational chart.

Qualification (Education/Work Experience)

A. Essential:

 

  • Bachelor's Degree in finance management or related fields.
  • 5 years of progressive professional finance experience with a minimum of 3 years as finance Manager and minimum of 2 years in the NGOs field.
  • Advanced level in English, and Arabic.

B. Desirable:

  • Master's degree in business administration, finance, auditing, or related fields.
  • More than 5 years of progressive professional experience in finance management.
  • Advanced level of both English, Arabic, and a good level of Turkish

  • Experience in working with NGO’s, INGO’s.

  • Experience in financial analysis, Budgeting, Finance Strategy, Management.
