JOB SUMMARY:

The Finance Officer will be responsible for leading the Finance Department in Gaziantep Field Office.  S/he will be maintaining financial, accounting, in order to meet legislative requirements and support municipal operations and  provides technical support for admin and finance staff based in Syria.

 

FUNCTIONAL RESPONSIBILITIES & TASKS:

Accounting and Finance

  • To monitor cash flow and liquidity of the country program & prepare the cash transfer’s request for QC.
  • Implement financial policies and procedures.
  • Preparing, reviewing the banks, Safes, Petty cash statements and do the reconciliation on monthly basis.
  • Ensure security for all credit cards and verify charges.
  • Assisting on the general annual audit.
  • Ensure the safeguarding of all municipal funds.
  • Follow up monthly warehouse stock reconciliations with the concerned departments.
  • Ensure scanning of vouchers are sent to respective office on time and achieved.
  • Any other duties as required by the line manager.

Reporting

  • Establish schedules; monitors projects to ensure reports deadlines are met;
  • Prepare monthly, quarterly and when required reports in both Qatar Charity and/ or donor’s formats.

Budgeting

  • Coordinate with program team in gathers, assembles, and formats data and prepares preliminary analysis for budget preparation.
  • Develops expenditures and revenue forecasts; prepares baseline budget and revisions as needed
  • Analyzes and evaluates requests from program department of budget allocation and revision.
  • Monitoring project’s budget and identify the variances and recommend any further action.

Coordination with local Consultant

  • Review and verify all QC supported documents and make sure the compliance with Turkish municipal regulations, policies and procedures, local laws, taxes, social security etc. before submission to financial consultant.
  • Follow up with financial consultant to finalize QC Turkey/ Syria monthly financial documents to be approved from the local authority and do the necessary correction if required.

Audit and internal control

  • Review the accuracy of all transactions before posted to the financial system, and make sure all relevant documents are attached.
  • Prepare the audit files for internal & external auditors and make sure all financial documents are reviewed and available.

Qualifications and Work Experience

  • University degree in Accounting. 
  • At least Three years’ experience of working for a humanitarian aid organization in similar roles.
  • Fully aware of Generally accepted accounting principles
  • Fully aware of preparation of financial statements and financial reports for different donors (QFFD, OCHA, etc...).

Knowledge, Skills, Abilities and Worker Characteristics:

  • Ability to handle multiple demands/projects with time management skills supervisory skills and team building.
  • Strong verbal and written communication skills.
  • Ability to use computer software applications.
  • Ability to work independently
  • Ability to analyze problems and identify solutions; shows flexibility and resourcefulness
  • Analytical and problem-solving skills.

Mandatory Requirements

  • Must be Turkish citizen
  • Fluent in English language (written and spoken), Knowledge of Arabic will be an asset
  • Fully aware of Turkish municipal regulations, policies and procedures, local laws, taxes, social security etc.
  • Prevent proficiency in Microsoft Excel is must.
  • The incumbent must maintain strict confidentiality in performing the duties of the Finance Officer. 
  • Understanding of the Qatar Charity cultural and political environment.
