JOB ADVERTISEMENT – Finance Officer - Hatay

CHILD SAFEGUARDING:

Level 3 – The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 

Responsible for preparing budgets, codes, uploading budgets to FIS, BvAs, donor financial reports, cost allocations and reconciliation in FIS (Agresso), reviewing all payments documents and posting transactions, cash and bank reconciliation, partner supports on budgeting, financial reports and payments, provide support on month end-close process, Master budget and monthly forecast preparations. This role will report to and support Finance Coordinator in ensuring full recovery of shared costs in proposal budgets, BvAs, managing non-thematic and cross thematic costs and managing the forecast process and uploading phased budgets in FIS (Agresso), proper month-end process and proper management on partnership.

KEY AREAS OF ACCOUNTABILITY: 

Cash & Bank

  • Support finance coordinator for the petty cash and cashbook
  • Support to reviewing all documents submitted for payment to ensure proper procedures have been followed and tracking all programme and salary advances issued and returned
  • Ensure bank signatories are up to date
  • Support to preparation of posting all cash and bank transactions into Agresso and ensuring coding and narrative are complete
  • Support to perform weekly cash counts and ensure book and actual balances reconcile and monthly bank reconciliation for all bank accounts

Partnerships

For delegated partners;

  • Ensure that the expenditure partnership spending is compliant with Save the Children and donor policies
  • Support partners in preparation of proposal budgets, reviewing to ensure costing is appropriate to activities in the sub-award proposals
  • With Finance coordinator, conduct finance elements of new partner capacity assessments and partner risk assessments
  • Verify partner expenditure reports, through remote and direct visits, and provide audit summary with recommendations to finance controller
  • Prepare end of award letters detailing accepted, disallowed and queried costs, and where applicable any balances owed to partners
  • Liaise with Accounting to ensure the timely processing of payments to partners
  • Support Finance Coordinator to provide finance and awards training and capacity building to partner finance and non-finance staff, through direct group, individual and remote support

Budgeting and Reporting

  • Support Finance Coordinator and Finance Lead for Budgeting & Reporting in consolidating, maintaining and updating the Non-thematic and cross-thematic funding allocation schedule for country programme for fair allocation of support cost across the funding source.
  • Assist Finance Coordinator for Budgeting & Reporting in proposal budget preparation and modifications by reviewing and advising on proposed costs and justifications to make sure that the proposed budget is reasonable and realistic for the project needs, ensure full recovery of shared costs and is complaint per internal and external policies.
  • Assist in preparation of Master Budget and Forecasts
  • Support to create/update reporting analysis codes (DEAs) and uploaded budgets to FIS (Agresso)
  • Prepare accurate and timely financial reports for the donors and monthly BvAs if assigned.
  • Support to reconcile all the country donor financial reports with the FIS before submission to donors/members ensuring they match with data in FIS.
  • Prepare and process journal transactions wherever necessary.

Other

  • Support to coordinate with CO Finance team in monthly tax calculations,
  • Participate in procurements committees for all country office procurement if needed
  • Perform any other duties and tasks, which are commensurate with the responsibilities and level of the post

 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

Essential

  • Bachelor’s degree in Finance or Accounting qualification and/or relevant experience in the field.
  • At least 2 years of finance/accounting/audit experience is required.
  • Experience with management information systems and strong excel skills.
  • Turkish and English language is required.
  • Excellent attention to detail and accuracy.
  • Self-motivated with good time management skills and ability to prioritize workload, anticipate requirements, work to tight deadlines and communicate decisions on a regular basis.
  • Ability to operate in a changing environment: adaptable, flexible and supportive approach.
  • Strong computer skills, especially on Accounting packages.
  • Ability and willingness to work under pressure as part of a professional team.
  • Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
  • Willingness to travel to field offices occasionally

Desirable:

  • INGO experience in finance is highly desirable.

Position holder will be based in Hatay, therefore legal right to work in Türkiye is necessary at the time of application. Applications will be evaluated on a rolling basis.
