About Concern: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest, and conflict affected countries. Concern has been working in Turkey since August 2013 and currently looking for one Finance Officer-Partnership for Sanliurfa.

Job Purpose: Finance Officer-Partnership will be responsible for the financial management of Concern’s implementing partners and also providing day to day support to the assigned partners and to Concern finance and program teams in terms of financial management to achieve overall organizational goal

Main Duties and Responsibilities:

  • Ensure application of the tools for partner’s assessment and selection consistently during all Partner selection processes.
  • Working proactively with the partner selection team for accurate assessment of capabilities of the partner organisation using the relevant assessment tools.
  • Ensuring partners selection reports are finalized on time and include comprehensive information and documentation of the assessment process.
  • Providing regular training and ad hoc guidance to partners to ensure in-depth knowledge and understanding on Concern and Donor policies, procedures, best practices and government regulations. 
  • Preparing effective capacity building plan for the partner organization agreed with both Concern and Partner staff
  • Proactively organising and delivering effective training, meeting and other workshops to partner’s relevant staff and ensure good understanding of the policies and procedures in financial management.
  • Undertaking regular field visits, to work with partner organisations on agreed areas, ensuring compliance with relevant financial policies (partners own, agreed with Concern and Donor’s rules) as well as government regulations
  • Working with the partner staff to verify compliance with best practices and procedures by reviewing the accounts and all required documentation as well as discussion with the partner staff and managers to assess progress against the previous development action plan and identify and agree on new areas of development
  • Sharing monthly visit findings with partners, supporting them in resolving any identified issues and ensures the partner understands the relative importance of the issues
  • Circulating the partner visit reports highlighting the findings and partners opinions to the Concern and partner staff, preserving all documents for future reference
  • Arranging a formal discussion with the participation of partner staff and Concern programme staff to reach a consensus, involving partner responsible finance staff in-case of any serious issue
  • Providing proactively and timely ensuring effective support to partner to prepare a realistic budget and budget revision for as and when required
  • Reviewing Partner Agreement and Budget thoroughly and make sure about correct templates and information are in place and have depth understanding on partner budget and activities and also visiting partner if required
  • Ensuring the partners are able to submit regular and accurate financial reports using agreed templates on time and ensuring respective Concern staff has verified and authorised the reports as approved
  • Working proactively on partner fund transfer and make sure that funds are transferred correctly and on time
  • Taking initiative to ensure approval of partners fund request and following up with the banks and partners to ensure the funds are received within reasonable time. Ensure the partners fund acknowledgement is forwarded to the CWW on time
  • Participating actively in team planning and other meetings, working to set common objectives and goals and striving to ensure these are successfully achieved.
  • Supporting colleagues to ensure proactive and timely support and resourcing is provided to the whole organization
  • Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective support to the rest of the organization.
  • Working with other members of the Finance team to ensure quality financial support to the partner organisation
  • Proactively supporting during Donor Audit, Organizational Audit etc. Sharing and explaining the audit findings with the partners and working with partner staff to identify how to mitigate the issues.
  • Maintaining partner file both hard and soft copy as an archive including all partner information and  documentation according to standard filling system
  • Providing support to line managers as and when required

Person Specification

Minimum Education, Qualifications & Experience Required: 

  • At least bachelor’s degree  in Finance Management/Accounting/ Economics
  • Fluency in spoken and written  English
  • At least one years’ experience in finance management and accounting
  • Previous experience, in managing partnership with NGO/INGOs will be an added advantage
  • Strong analytical, interpersonal, communication and organisation skills.
  • Positive attitude and willingness to learn
  • Ability to work independently, dedicated and take an initiative
  • The ability to prioritize competing demands  and able to work under work load environment
  • Demonstrated evidence of capability in designing, implementing and monitoring systems of financial management, controls & accounting systems
  • Strong written and verbal communications skills, and ability to produce quality reports in a timely manner
  • Computer literate with good MS Office skills particularly Word and Excel

Preference will be given to candidates who have:

  • Arabic and Turkish is preferable
  • Ability to work as part of a team

  • Ability and willingness to travel to the project sites
  • Cross cultural awareness and sensitivity
  • Ability and willing to take initiatives to complete assigned task, and work independently
  • Skills of delegation, time management and prioritizing and coping with broad range of demands
  • Good level of critical thinking and quality analytical skills and problem solving abilities
  • Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct
