About Bahar

Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict. The basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Purpose of position

Finance Officer takes charge of the Organization’s financial health by administering accounting operations to meet legal requirements, especially managing the Dernekler Bilgi Sistemi _ (DERBİS) for the declaration of expenditures for Syria and reporting to the Government and should be familiar with audits, invoices, and budget preparations and interested in managing, accounting activities, including bank reconciliations, accounts payable and accounts receivable. He/she should also have excellent organizational skills and be able to handle time-sensitive tasks. Ultimately, he/she will be responsible for the day-to-day management of Bahar’s financial transactions and procedures.

Job Duties and Responsibilities:

  • ERP System (Dernekler Bilgi Sistemi _ (DERBİS)

    • Managing the Dernekler Bilgi Sistemi _ (DERBİS) to declare expenditures for Syria and report to the Government.
    • Notifications for providing foreign aid.
    • Notifications of foreign aid activities result.
    • Able to report on funds received and funds transferred.
  • ERP System (Quick Books)
    • To ensure efficient support for each HQ & field Office in implementing the Quick Books system for the Finance Track.
    • To contribute to developing and elaborating new learning materials for the Finance staff members in BAHAR.
    • To monitor that the Quick Books system is used or will be used at its total capacity at the BAHAR.
    • To check that the financial procedures on the Quick Books system are well-respected in HQ & each Field Office and to provide regularly reliable data about the use of BAHAR Org.
  • Finance (Accounting & Reporting)
    • Capacity to manage the association transaction in the DERBIS system by editing e-receipt document income and expenses category.
    • Monitoring daily entries, bookkeeping, filling vouchers and monthly journals, and updating the financial system daily.
    • Preparing the regular reporting & commutations to Donors.
    • Developing and maintaining robust program financial management systems to properly manage alert financial resources regarding Syria operations.
    • Managing the daily transactions of the project, ensuring duly supported documentation.
    • Assuming responsibility for cash account management and preparing bank payments.
    • Updating internal systems with financial data.
    • Maintaining contact with the banks and reconciling bank statements.
    • Syria office financial support.
    • Updating the financial status of the project (cash book) monthly.
    • Performing daily routine accounting tasks.
    • Monitoring project expenditures, ensuring that no expenditure is incurred before it has been authorized.
    • Making sure that the project uses available financial resources efficiently and transparently.
    • Ensuring proper budgeting, verifying the conformity of expenditure items, as well as compliance with BAHAR’s and Donors’ procedures.
    • Regularly checking, in collaboration with the Project Manager and focal point, the project's financial performance: overall burn rate, expenditure against budget, and financial forecasts.
    • Performs any other tasks as requested by the Compliance & Internal controls Dep, Finance Coordinator, or Finance Manager.
    • Any other functions as designated by the Finance Manager.

Academic Qualification/s and Professional Experience:

  • University or Institute Degree in Economics – Accountancy or relevant education.
  • Training courses in Budgeting, Financial Risk Resolution, and External and Internal Audit.
  • At least 2 years of relevant experience (preferably in Humanitarian aid projects and complicated contexts).

Required Skills and Capabilities:

  • Turkish Nationality is preferable.
  • At least one Years’ experience dealing with Dernekler Bilgi Sistemi _ (DERBİS)
  • English language proficiency: Good (speaking, writing, and reading).
  • MS Office proficiency: Advanced (Word, Excel, and PowerPoint).
  • Good communication and social skills.
  • Accurate, structured, flexible, and responsible.
  • Demonstrated ability to train and improve capacity building of project field and HQ assistants and volunteers.
  • Ability to transfer gained skills to other staff.
  • Empathy with organizational vision, mission, goals, and objectives; commitment to humanitarian principles and actions.
  • Solid organizational skills, including attention to detail and multitasking skills.
