Background

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This is being carried out through an approach to programming where projects focus on the sustainability rather than relief delivery.

GC is a fully registered organization in Turkey and are currently building its humanitarian response professionals in Turkey. GC intends to hire a full-time Food Security Officer (SOW herein) to implement projects, while based in Gaziantep through humanitarian assistance programming.

 

Responsibilities

GC is seeking a professional for the position of Food Security Officer to be based in Gaziantep.  The Food Security Officer reports to the Food Security and Livelihoods Manager.

The Food Security Officer is Responsible for the Following

  • Ability and willingness to travel inside Syria is required for this position, frequent field program visits are required to community project sites to monitor project activities, provide technical assistance and troubleshoot along with the partner’s team.
  • Assist the food security team in the planning, coordination and execution of the food security programs activities.
  • Support Food Security team to coordinate with partners for successful roll out of the FSL programs. That will include maintain verified beneficiary lists based on established selection criteria, to observe and advise partner toward to construct distribution and construction mechanism that are contextually appropriate and efficient.
  • Assist the FSL team in launching new assessment, work plan and/or new proposals, baseline and endline surveys.
  • Assist the FSL team in conducting training sessions for partners and beneficiaries both inside Syria and/or in Turkey.
  • Implement and manage project changes and interventions to achieve project outputs.
  • Suggest new methods and approaches in order to improve the quality of the activities.
  • Maintaining and updating project files and administrative documents.
  • Attend team and organizational meetings as required.
  • Prepare agendas for meetings and prepare schedules and minutes.
  • Assist the M&E team in developing systems for screening and selecting beneficiaries, including assisting in the design of relevant tools when necessary.
  • Work with other members of the GC team to design relevant monitoring forms and conduct training for staff on the correct use of such forms.
  • Maintenance of the MS Access/Excel database/s and other/s as required.
  • Oversee GC’s efforts to document success stories, including working with members of the partner’s team.
  • Coordinate with partner’s team and other GC staff to provide timely inputs for bi-weekly, monthly and quarterly progress reports and any other required reports.
  • Ensure compliance with plans and Global Communities standards and relevant donor regulations.
  • Any other assignment by the supervisor.

 

Education and Training

  • A university degree in a relevant field or a combination of experience and education working in Agriculture Engineering sector is preferable.

 

Experience

  • A minimum of 2 years’ experience in projects management field with international organizations in the FSL projects.
  • Minimum 1 year of significant experience analyzing data and producing reports
  • Experience in running food security activities in emergency phases such as agriculture development, livestock breeding and irrigation issues.
  • Very strong understanding of nutrition, food security and livelihood related context.
  • Experience in programming Microsoft Excel and Access Databases.
  • Past work with international donor funded programs preferred.
  • Documented results related to the position’s responsibilities

 

Technical Skills     

  • Ability to solve problems in the field with suppliers
  • Excellent report writing skills in English and Arabic is mandatory
  • Computer skills: good knowledge in utilizing Microsoft Office programs.
  • Excellent command of excel and other database applications and ability to use software for database design
  • Good command of spoken and written English and Arabic, Turkish is desirable

Minimum Criteria for Access into Syria

  • Candidate must be able and willing to cross into Syria per program requirements (dependent on security assessment)
