General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The FSL Cluster Support Officer is employed by GOAL, S/He is responsible for supporting the FSL Cluster coordinator and Co-Coordinator in implementing the FSL Cluster work plan, and to contribute to the coordination activities with FSL partners, in appropriate and timely manners. Specifically, S/He will follow up the action points from the FSL Cluster meeting, Agriculture technical working group meetings, Bakery and bread coordination group meetings, geographical coordination group meetings, and work closely with FSL Cluster coordinator and co-coordinator to maximize the coordination level and avoid any potential overlapping. Further, S/He will contribute to develop a suitable analysis of the 5Ws results to enhance the coordination among the FSL partners aiming to cover the gaps and meet needs in NW Syria and in Ras Al-ain and Tal Abiad sub-districts. The FSL Cluster support officer will report directly to the FSL Cluster coordinator and FSL Cluster Co-Coordinator.

Duties, objectives, and competencies

Strategic Direction and Coordination

  • Establish effective relationships with the FSL cluster members in the Area of Responsibility (AoR) in order to facilitate effective collaboration and communication.
  • Support coordination services, including meetings, in line with the Principles of Partnership, in an inclusive, effective and results-oriented manner.
  • Under the framework of Inter-Agency contingency Plan, contribute to the revision of existing contingency planning and emergency preparedness measures and ensure they are updated and developed.
  • Promote accountability to affected population, participation of local and national stakeholders such as civil groups and ensure coordination with government counterparts and other relevant authorities.
  • Support the evaluation of the FSL cluster’s performance, based on the feedback of this evaluation, work with FSL Cluster members to support the development of the response plan to improve the cluster’s performance.

Needs Assessment, Resources Mobilization and Allocation

  • Contribute to the facilitation and coordination within the FSL Cluster or Inter-Cluster level FSL needs assessments, including participatory assessments.
  • Support the team to ensure the timely availability of data to inform operational decisions by partners and strategic decisions of the Humanitarian Country Team.
  • Contribute to the development of common funding criteria, resource mobilisation and prioritization within the Syrian Cross Border Humanitarian Fund (SCHF) processes.
  • Contribute to the establishment of mechanisms for accountable and transparent financial resource allocation within the cluster.

Capacity Development

  • Support capacity building of the FSL partners, contribute to the delivery of FSL training activities addressed to FSL members, other local partners, and relevant authorities.
  • Contribute to further initiatives to build the FSL capacity of the national and local government, partners, and civil society

Standard Setting and Implementation

  • Contribute to ensure that the FSL response is informed by appropriate relevant Technical Standards including among others Sphere, and good practice.
  • Support appropriate collaboration with other clusters.
  • Support the integration of cross-cutting issues in the work of the FSL Cluster, including age, gender, environment, diversity.

Information Management, Monitoring, Evaluation and Reporting

  • Contribute to development and implementation of information management strategy and mechanism to report and share information within the FSL Cluster, with the other clusters, with the overall humanitarian community including donors, and with the Global FSL Cluster.
  • Support the preparation of analytical FSL reports, including the Factsheet, 5Ws, Emergency dashboard for emergency and regular response.
  • Promote and support monitoring and evaluation of the impact of operations carried out by FSL cluster members and the performance of the coordination team, especially through the outcome monitoring initiative by FSL Cluster.

Advocacy, Promotion and Fundraising

  • Participate when requested in meetings with sectoral and external partners, authorities, donors and other relevant interlocutors.
  • Support the development of reports and advocacy statements on behalf of the FSL Cluster.
  • With the support of the supervisor, approach donors and other potential sources of funding to explain the FSL Cluster strategy, challenges, and progress, and to advocate for funding for the overall FSL sector.
  • Coordinate among the FSL partners to maximize communication impact to donors and others on the SC priorities.
  • Perform other related duties as required.

Requirements (essential)

  • Turkish Citizenship
  • Academic and technical background and an advanced degree in agriculture science, food security, food engineering, livestock, livelihood, community development, natural resources, or closely related discipline.
  • At least 1-2 years of practical experience with a development organization, managing food security, agricultural, livelihoods projects under the complex operation environments similar to syria crisis.
  • Good knowledge of the humanitarian programme cycle (HPC), cluster guidelines.
  • Good technical understanding and experience in the FSL sector, particularly in emergency, agriculture, livestock, irrigation, livelihood contexts, in addition to value chain methodology.
  • Good English languages skills (written and spoken) with excellent knowledge of Arabic (Arabic speaker)
  • Proven coordination and relationship building skills.
  • Good communication skills.

Requirements (desired)

  • Experience of working in the FSL sector, in programming management and reporting requirements, under Syria crisis,
  • Experience with FSL cluster, Agriculture Technical working group, Livestock working Group, and Bread and bakery Coordination Group,
  • Experience in the coordination sector or multi-agency working group,
