Job details:

  • Programme: HALO Turkey.
  • Work Location: Field based - Sanliurfa, Siirt, Gaziantep and (if registration is secured) Ankara.
  • Salary range: $700 - $950 per month net.
  • Benefits: 1 week of leave after every cycle of 9-12 weeks in the field. In the field, Sundays and national holidays will be days off.

Introduction

  • The HALO Trust is one of the world’s largest international humanitarian Mine Action non-government organisations (NGO). HALO’s international HQ is in the UK. HALO’s focus is to save lives and restore communities threatened by Explosive Remnants of War (ERW), such as landmines, aircraft and cluster bombs, artillery projectiles, rockets and missiles, and improvised explosive devices. HALO was established in Afghanistan in 1988 and now employs over 8,000 staff in 25 countries and territories.
  • HALO have submitted a proposal to the UNDP for the provision of non-technical minefield survey. The advertised position is contingent on HALO being successful in the tendering process, the outcome of which should be declared in October 2020. The scope of HALO’s proposed project will be to undertake a non-technical survey of Turkey’s minefields that lie in 13 of the country’s southern and south eastern provinces. The project is expected to be completed by November 2022.
  • English is the official language of the programme office, but Turkish is also spoken internally and with our partners.

 

Position and responsibilities

  • Supervisor: GIS Senior Officer.
  • Subordinates: None.

This position is a field role and will be based out of a field office according to the schedule below:

Phase 1: Sanliurfa (training and familiarisation phase)

Phase 2: Siirt for the summer season of 2021

Phase 3: Gaziantep for the winter season of 2021/22

Phase 4: Return to Siirt for the final phase of work in the summer of 2022.

The GIS assistants will work six days a week (45 hours) with Sundays and national holidays off. There will be ten working cycles during the contract period. Each cycle will last nine to twelve weeks, followed by one week of leave at home. Leave periods have been organised to include the two main public holiday periods of the year (the two Eids). HALO will pay for the travel (flights) to and from home for NTS staff at the start and end of each leave period.

Key responsibilities are as follows:

  • Completes all tasks outlined in the terms of reference accurately and to schedule.
  • During NTS desk assessment support the survey teams in data conversion, if necessary, turn diverse data from different sources into standardized computer formats for use.
  • Provide additional data for surveys teams during field survey as necessary,
  • Assist the survey teams with the preparation of NTS reports and assure the quality of all figures, maps and other data collected and recorded from the field.
  • Check collected GPS data and figures related to minefield (such as sqm area CHA/SHA, coordinates of reference points, etc.) from operations on a daily basis.
  • Quality check figures in operational reports.
  • Under supervision from the Information Manager and/or the Senior GIS Officer, assist with the uploading of required documentation onto the server.
  • Enter/Upload the data into the national mine action database (IMSMA).
  • Assist the Information Manager and/or the Senior GIS Officer with the maintenance of the NTS database.
  • Perform any other task related to information management for the project.
  • All HALO staff are expected to undertake the following general duties:
  • Work within the framework of HALO’s core values, promoting its ethos and mission statement.
  • Work towards achieving programme and/or group business plan objectives.
  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel to other countries (e.g. to other HALO programmes), as and when required.
  • Discharge duties and responsibilities under HALO’s Health and Safety procedures.

Selection criteria

  • Qualification in GIS, computer science, information management or relevant field. A degree is desirable.
  • Minimum of 1 years of relevant professional experience.
  • Minimum of 1 years GIS experience with ArcGIS or QGIS.
  • Experience in mine action sector experience considered an asset.
  • Excellent communication and interpersonal skills with the ability to build effective working relationships
  • English fluency, both written and oral
  • Microsoft Office literacy
  • Experience with mobile data collection platforms such as Kobo Toolbox, Survey123 or Fulcrum considered an asset
  • Ability to multi-task, plan & prioritise tasks effectively, and work calmly under pressure
  • Effective team player, able to motivate and create a strong team spirit;
  • A knowledge of IT hardware would be and asset.
  • Ability to work and live in potentially challenging and remote environments, and adapt and integrate in different cultures.

HALO’s programme in Syria was established in 2016. It is coordinated from a programme office in Amman, Jordan and a sub-office in Gaziantep, Turkey. HALO conducts its project work in Syria through national NGO partners based in Gaziantep. The scope of HALO’s current projects in Syria covers ERW Risk Education, Contamination Impact Survey and Victim Assistance. The size of the Syria programme is currently $3m - $4m per year.
