Grants and Compliance Officer - Gaziantep (National Post)

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for an experienced and qualified Grants and Compliance Officer based in Şanlıurfa and Gaziantep.

Working closely with:                       Programme Officers, counterparts at Partner organizations, Systems and Finance departments

Job Status:                                       Fixed term – 1 year (extendable)

Job Purpose: The Grants and Compliance Officer will work closely with the Partnership Manager to support Concern’s local partners in accordance with Concern’s partnership policies and procedures. The Grants and Compliance Officer will contribute to the identification and assessment of new partners and further develop Concern’s partnership approach and tools.

 

Main Duties and Responsibilities:

Programme Implementation:

  • Prepare and regularly update capacity building plans for local partners and monitor progress.
  • Design and deliver trainings and other capacity building activities for local partner staff on Concern and donor policies and procedures.
  • Support local partners in project cycle management, including the development of proposals, budgets, and work plans.
  • Develop extensive knowledge about partners’ context, activities and targets and ensure that partners are implementing the project as agreed. This should be achieved by reading the agreement pack for your assigned partners--in particular the agreement, budget and project proposal.
  • Review partners’ monthly narrative reports and share your notes and comments with them.
  • Ensure that partners’ are using the agreed-upon guidelines for program implementation, such as PSS curriculum, Caregiver curriculum, SOPs, etc.
  • Work closely with Concern’s technical focal points to respond to partners' questions regarding the program implementation.
  • Represent partner activities in Turkey working groups and cross border clusters as required.

 

Human Resources:

  • Ensure that all partner staff are hired in compliance with their own donor and Concern regulations.
  • Ensure that partners are preparing recruitment reports and check all recruitment reports for all staff.
  • Join some partners during the interviews and support partners before, during and after the interview process.
  • Support partners to improve HR policies.
  • Identify partner needs and gaps in relation to HR and design a training in collaboration with Concern HR focal point. Work with focal point to deliver training in timely manner.

Finance:   

  • Join the Concern Finance Officer during the monthly verification visits and support him/her to check all documentation for payments related to Finance and Programs.
  •  After checking the financial reports, work with Concern Finance Officer to identify gaps and offer partners trainings that fit their needs. Follow up with partners to fix the financial documents and improve their financial management.
  • Share your comments on partners' financial reports with your line manager, from a program perspective.
  • Identify partner needs and gaps in relation to Finance and design a training in collaboration with Concern Finance focal point. Work with focal point to deliver training in timely manner.

Logistics and Procurement:

  • Follow up on partners’ logistic activities, ensuring that partners are purchasing all items/services on the agreed time.
  • Check partners’ Logistic and procurement documents (SR, contracts, service specification, quotations, TOR, GRN, etc.) and ensure they are matching with donors and Concern regulations.
  • Help partners to design the admin and logistic policies in the way which fits partners, in consultation with Concern’s focal point and line manager.
  • Identify partner needs and gaps in relation to Logistics and design a training in collaboration with Concern Logistics focal point. Work with focal point to deliver training in timely manner.

 

Monitoring, Evaluation, Accountability and Learning (MEAL):

  •  Work closely with IM (Information Management) team to ensure that partners are receiving their data on weekly basis. Conversely, it is necessary to ensure that Concern MEAL team is receiving any required information from the partners, as well.
  • Ensure that partners are following the CHS standards, including that partners have CRM boxes in their centers and that the outreach teams are distributing CRM brochures and informing beneficiaries about CRM.
  • Identify partner needs and gaps in relation to MEAL and design a training in collaboration with Concern MEAL focal point. Work with focal point to deliver training in timely manner.

Others:

  • Adhere to and promote the standards outlined in Concern Code of Conduct and associated policies to partners’ teams and beneficiaries, and be committed to provide a safe working environment.
  • Other tasks as directed by the line manager.

 

Person Specification:

Minimum Education, Qualifications & Experience Required:

  • Bachelor’s degree in business administration, development studies, sociology or other relevant discipline,
  • 2 years’ relevant partnership experience or experience working with local or national partner organizations,
  • Experience building capacity of local partners,
  • Fluent Turkish and  English language skills required,
  • Familiarity with logistics, HR, Finance, and administrative processes of major donors,
  • Good report writing skills,
  • Proven experience of networking,

Preference will be given to candidates who have:

  • Ability to work independently in a systematic and organized manner,
  • Ability to work as team player with a can-do attitude,
  • Commitment to beneficiary accountability and humanitarian principles,
  • Ability to manage multiple tasks and assignments effectively with attention to details,
  • Ability to train local partners and to motivate and develop skills of others,
  • Adhere to the standards of conduct outlined Concern Code of Conduct and associated policies,
