POSITION SUMMARY

Under the supervision of the Director of Finance and Operations (DFO), the Grants and Procurement Officer will manage all project subgrants and contracts and ensure that they are compliant, as well as manage all procurement activities. They will support program staff and project partners with all compliance-related issues. As part of the Finance and Operations Team, the Grants and Procurement Officer  will work to ensure timely and compliant start-up, implementation, and closeout of projects. They will have responsibility for the development and execution of project work products, to include but not limited to grants trackers,  reports, and other products.

 

DUTIES AND RESPONSIBILITIES

Grants Management

  • Working closely with the DFO to provide guidance and oversight of subawards for parallel running projects within donor rules and regulations.
  • Monitor and facilitate the compliance of partners with donor rules and regulations. Act as the focal point for compliance with partners including working in identifying compliance risks, follow-up plans, providing training, walk through requirements with organization and jointly identifying potential compliance challenges.
  • In coordination with the DFO and program team, conduct pre-award due diligence of current and potential partners and   jointly identify compliance risks with partners. Ensure that any corrective actions are incorporated in the terms of the sub-award and review reporting requirements for appropriateness against the operational context. Analyze organizational capacity to manage sub-grant funding and project implementation. Ensure proper documentation.
  • With DFO supervision develop granting and contracting strategies for projects and develop and manage grant mechanisms.
  • Manage all grant-related financial data into project internal tracking systems.
  • Manage the preparation of financial training and technical assistance to partners as needed to address capacity needs and reinforce subgrant management.
  • Review grantee monthly milestones, interim and final reports and backup documentation for authenticity and compliance with grants agreement requirements. Ensure all have the approved countersigned certificate.
  • Manage the closeout process for subawards and contracts, including the final review of deliverables and financial reports.
  •  Support the process of new subawards by contributing to the terms of reference for Request for Proposals (RFPs) and Request for Applications (RFAs).
  • Review initial offers/applications and identify any potential changes and questions. Communicate needed changes effectively to applicants/partners.
  •  In collaboration with the DFO, lead and manage budget review of applications, including cost reasonableness, and allowability of costs.
  • In collaboration with the DFO, manage grant and contract files to ensure audit readiness.
  • Manage technical and compliance oversight and monitoring through regular check-ins, verification of documentation and deliverables, spot checks.
  • Undertake site visits to subgrantees to assess the adequacy of internal controls, compliance with applicable laws and regulations, and award policies and procedures. Report findings and propose corrective action, if necessary.
  • Manage and track subgrantee inventory reporting on a regular basis.
  • Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by the DFO.

 

Procurement Management:

  • In consultation with the DFO, manage and coordinate all procurement processes.
  • Solicit bids and quotes from potential vendors, coordinate selection process in accordance with company procurement procedures.
  • Facilitate all necessary client and company procurement approvals.
  • Manage storage and delivery of equipment procured by the company.
  • Maintain procurement document tracking systems.
  • As required, contact vendors to discuss invoices and payments and resolve discrepancies.
  • Coordinate customs clearance associated with procurements as necessary.
  • Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by the DFO.

 

Project Work

  • Performs additional project related duties and tasks to meet the needs of the organization, team, or as assigned by the DFO.

 

Your Background & Skills

  • Bachelor’s degree preferably in international development or related field.
  • Minimum 3+ years of progressive job experience, preferably on programs with significant grantmaking components.
  • Strong knowledge of US or other donors’ rules and regulations is required.
  • Experience working in a non-profit organization preferred.
  • Experience in awards management, compliance, and procurement functions.
  • Experience working with external partners and with in-kind granting.
  • Experience in coordinating the procurement of goods and services (from the preparation of the bidding terms and conditions to delivery and close out).
  • Proven experience managing multiple complex programming in a demanding, time-sensitive work environment.
  • Demonstrated capacity to identify risks and propose solutions.
  • Demonstrated ability to develop and implement effective strategies and tactics for accomplishing assigned duties.
  • Strong critical thinking and problem-solving skills required.
  • Attention to detail and commitment to excellence demonstrated by the delivery of quality and timely outcomes.
  •  Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  •  Strong representational and organizational skills.
  •  Proficient in Microsoft office products, including Excel.
  •  Excellent cross-cultural and interpersonal communication skills.
  •  Self-motivated and results oriented.
  •  Awareness of approaches to gender equality and inclusion.

 

WORK ENVIRONMENT:

All employees are responsible for their own safety, as well as that of others in the workplace. To help us maintain a safe workplace, everyone must be safety-conscious at all times.  This position is performed in a typical office environment. The noise level in the work environment is usually quiet to moderate. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and vehicles. Safe use of CS equipment, as well as safe practices while on CS property is essential.
