BACKGROUND:

Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis,anchored in a field presence. Specifically, OHA is commencing to respond directly in Syria,intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.

 

GC is a fully registered organization in Turkey and is currently building its humanitarian response professionals.  GC intends to hire a full-time Grants Officer(SOW herein) to implement projects, while based in Gaziantep through humanitarian assistance programming.    


RESPONSIBILITIES:

GC is seeking a grants Assistant to be based in Gaziantep. 

The Grants Assistant reports to the Grants Officer. 

 

The Grants Assistants responsible for the following:

 

  •     Assist in the carrying out of pre-award assessments of potential grantees (includes subgrantees, sub-recipients, subgrantees) to establish their level of capacity.
  •     Assist Grants team in preparing grant (including subgrants,) documents, including but not limited to: selection memos, negotiation memos, budget reviews, grant agreements, modifications,closeouts and related correspondences
  •     Assist Grants Officers in the supervision of Grant implementation(training, meeting with sub grantees, overseeing implementation plans,visit the grantee operations as required, etc.).
  •    Support Grants team Coordination of activities  with technical departments, Program, M&Eon grant operations
  •    Support Grants Officers in the review of liquidation documentation, reports, and other deliverables provided by the Subgrantee

 

Grant Finance

  •   Review cash requests & financial reports from subgrantees to ensure the amounts requested are reasonable and in line with the subgrant agreement terms of payment
  •   Support the Grants Team in giving appropriate recommendations to subgrantees in areas that need correction or improvement in their systems and procedures.
  •   Assisting in the checking of the subgrants financial tracking systems and share relevant information with concerned parties as appropriate.

 

Compliance:

  •   Assist in the review documents received from subgrantees
  •   Support Grants team on compliance issues. 

 

Reports

  •   Assist in the compilation of data and preparation of monthly, quarterly, and annual reports.
  •   Provide updates and reports on grant activities to Program teams and senior staff

 

Grant Files & Archiving

  •   Open new award file for every new subgrant, maintain and update hard and soft copies of all activity documents (subgrants agreement,modifications, partners’ financial documents, procurements and subgrants reports, etc).
  •   Maintain Grant File has all necessary documentation in place for Grant Closeout according to the Grant File Checklist
  •   Assist in preparation of documentation for audits
  •   Update Grants tracking sheets

 

Procurement:

  •   Collaborate with the Grants Team to ensure the Subgrantees procurement activities are in accordance with the Work Plan

 

Training

  •   Help facilitate regular site visits to the subgrantees to conduct compliance reviews and provide mentor-ship as necessary.
  •   Help facilitate training sessions for Subgrantees
  •   Support the training and guidance of GC Program Staff and partners on grants implementation documentation requirements and general procedures and requirements.
  •   Assistant in the timely and proper close-out of subgrants
  •   Any other assignment by the supervisor.

 

QUALIFICATIONS

 

EDUCATION AND TRAINING

  •   A university degree in finance, public administration accounting or related field. Or a combination of experience and education working in this sector.

 

WORK EXPERIENCE

  •   Required: A minimum of 1 years’ experience working with international NGOs or UN agencies
  •   Previous knowledge and experience in Syria

 

TECHNICAL SKILLS  

  •   Experience in grant/contracts administration and management preferred
  •   Negotiation and problem solving skills
  •   Good interpersonal and communication skills
  •   Good command of spoken and written English and Arabic
  •   Excellent command of excel and other database applications
  •   Computer/word processing and standard office software skills
  •   In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions

 

LANGUAGES             

  •   Required: Fluency in written/spoken Arabic and Good command of written/spoken English
  •   Turkish reading and writing skills is a plus
