General Functions:

With the crisis in Syria in its tenth year, the conflict remains unresolved. 3.6 million Syrian refugees currently reside in Turkey, of which 96% outside of camps in urban and rural areas throughout the country. In line with the Regional Refugee and Resilience Plan (3RP), IOM is providing multi-sectoral assistance to Syrians under Temporary Protection (SuTP) and their host communities, including cash vouchers for basic needs, winterization, shelter/cash for work and livelihoods, infrastructure rehabilitation, support to migrant & community centers, protection and transportation services, reaching a total of approximately 1.7 million individuals to date.

As a member of the UN Humanitarian Country Team in Syria and all concerned neighboring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context. Security Council Resolution 2191, has superseded earlier adopted SCR 2165, allowing UN and its partners to provide cross border assistance from Turkey to Northern Syria.

IOM's strategy for Turkey as indicated in the 3RP (Regional Refugee and Resilience Plan) is three-pronged; firstly, i) provision of humanitarian assistance focusing on the distribution of food, non-food items, cash vouchers, winterization and provision of transportation, ii) to ease the burden on national and local structures through the establishment of multi-service community centers offering protection and social stabilization for the refugees as well as increase access to education and iii) supporting the resilience of refugees and host communities through livelihoods, community stabilisation and income generating activities.

Under the overall supervision of the Chief of Mission and direct supervision of the Head of Sub Office - ESEM Turkey Region, and in close coordination with the Senior Programme Coordinator (Refugee Response), the incumbent will support the implementation, and co-ordination of all IOM activities in the Field Office, including resource management, reporting, monitoring and evaluation in line with IOM Mission guidelines.

 

Major Duties and Responsibilities:

  1. Coordinate and supervise the program teams and support units in Hatay Field Office, ensuring coordination and implementation in line with IOM procedures and priorities.
  2. Assist in developing program work plans based on field data and inputs/suggestions/requests made by Governmental authorities (GoT), United Nations (UN) agencies, and non-governmental organizations (NGOs) as well as migrant/refugee and host communities.
  3. Monitor all aspects of the operational, logistical, human resources, administrative, financial activities of the field office in accordance with IOM’s rules and procedures, and standards of conduct. Undertake efforts to prevent fraud and mitigate other existing risks.
  4. Provide regular updates to HoSO, PMs/PCs, RMO and/or PLO on any issues or concerns observed at the field office in relation to projects or activities which are not meeting timelines, quality standards, and suggest adequate solutions to existing problems.
  5. Support the Program Development & Reporting Officer (PDRO) in timely reporting on all IOM activities as well as the development of new projects.
  6. Support the Public Information Officer (PIO) in promoting visibility and public awareness regarding IOM operations, including donor visibility according to existing standards.
  7. Support the Government Liaison Coordinator (GLC) in establishing and developing sound working relationships with Provincial, District, local and border GoT authorities, UN agencies, NGOs, Academia and other stakeholders.
  8. Participate in relevant local inter-agency meetings, official ceremonies and others, when pertinent or requested by HoSO or PMs/PCs. Share information – within defined limits – with local/provincial authorities regarding IOM program objectives and progress.  
  9. Inform the HoSO and PMs/PCs on any urgent humanitarian assistance needs faced by refugee/migrant and/or host communities.  
  10. Support the Field Security Officer (FSO) in local liaison with the UN Department for Security and Safety (UNDSS), civilian and governmental authorities, Muhtars and others to ensure security for all IOM staff and assets. Attend relevant security meetings and report significant security issues to the FSO and HoSO. 
  11. Perform such other duties as may be assigned.

 

Required Qualifications:

Education:

  • Master’s degree in Political or Social Science, Business Administration, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience:

  • Field experience in migration and refugee assistance, relief activities targeting IDPs, returnees, conflict-affected communities and vulnerable migrants;
  • Experience in a complex humanitarian emergency or post-conflict environment; Experience in IDP/refugee protection or relevant human rights and legal experience;
  • Good level of computer literacy.

Languages:

  • Fluency in English is required.  
  • Knowledge of Turkish and Arabic is an advantage.
