Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Ankara, Istanbul, Hatay and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

Head of Government Liaison*

in Gaziantep 

The position is to be filled by May 1, 2023, with a contract duration until the end of project. There are good prospects for an extension.  Employment location will be Gaziantep, Türkiye. The position is paid according to [[paygrade]].

The Head of Government Liaison is responsible for conducting on going analysis of the operating environment in Turkey with the aim of identifying possible problems and matters for the organization, projects and staff along with partner organisations in a timely manner. Further support the integration of liaison concerns into programme and project planning and the on-going processes of programme implementation by Initiating measures to reduce the problems and matters that may arise. In addition responsible for ensuring that WHH has sustainable positive relations with the Turkish Authorities and secures the appropriate authorizations for project activities whilst maintaining operational independence in line with the humanitarian principles.

Your responsibilities

Context Analysis

  • Facilitate smooth implementation through an informed, conflict sensitive approach, ensuring key persons are well informed on internal and external security and reputational matters
  • Contribute to strategy development and program design regarding ensuring contextual matters are adequately considered
  • Providing monthly context analysis and weekly report of changes in the operating context.

Liaison

  • Identify and evaluate main Turkish governmental actors for all Turkey and Syria Projects.
  • Define and document the specific liaison strategy per project. Collaborate and coordinate with the local authorities, to maintain the community acceptance, and facilitate the requested permissions to implement our activities. Prepare MoUs, draft and track permission letters.
  • Advise and support CO on governmental policies and update on changes in policies and / or regulations.
  • Represent WHH in meetings with Government departments and I-NGO-level-fora/ platforms, and if need be with other stakeholders.
  • Manage the system required to facilitate permissions for border crossing into NWS of staff and materials.
  • Sharing relevant information with authorities regarding planning, project implementation and monitoring.
  • Inform/ orient staff about behaviors that will not comply with WHH policies and cause reputational problems and matters to WHH
  • Travel to field offices in Turkey and North West Syria when necessary, to support/coordinate field staff in carrying out his/her responsibilities.

      

Communications & awareness raising

  • Advise on the suitability of external communications materials for Turkish audiences, in particular Turkish authorities.
  • Support/ensure that field teams are following WHH visibility rules.
  • Coordinate with and support the Access Manager regarding ensuring adequate briefing, awareness raising and training of staff on appropriate behavior to mitigate operational and reputational problems and matters that may arise
  • Support the CD and Access manager regarding the Crisis management system including quarterly simulation exercises.

Your profile

Education: A Degree in relevant field (Political Science and Public Administration & International Relations, Humanities and Social Sciences)

Work Experience: At least 5 years of working experience in Government Liaison, Communications, Public Relation, crisis management etc. in an NGO with operations in Turkey and North West Syria.

Skills/knowledge:            

  • Ability to interpret and apply legislation and regulatory frameworks
  • Excellent communication skills (written and verbal), presenting complex information coherently and succinctly.
  • Ability to translate in Turkish / English
  • Ability to coordinate complex tasks, including assess priorities and manage competing deadlines.
  • Ability to consult, liaise, and build effective relationships with a diverse range of individuals and groups.
  • Ability to negotiate and advocate.
  • Ability to verify information from multiple sources, and refine this information into a clear reflection
  • Ability to analyse risks and define mitigation strategies.
  • Ability to prepare official analytical reports.
  • Objective analysis and problem-solving skills.
  • Knowledge and understanding of humanitarian principles.
  • Structured approach to work including documentation.
  • Good Computer Skills particularly in MS Office. 

Personality requirements:

  • Hardworking, attentive to detail.
  • Co-operative, team player with ability to coordinate in a transcultural team.

Language Skills: Excellent written and spoken Turkish and English.
