JOB PURPOSE

The Head of Programmes shall be  responsible for the strategic development, institutional funding, planning, oversight management and delivery of all Syria Relief (SR) programmes inside Syria mainly North West and East Syria

Qualifications and Education Requirements:

Graduate degree in International Development and/or Humanitarian Studies, Project Management or any other related field in the social sciences or master’s degree in the Business Administration, or organizational management, International Development.

Extensive work experience in two or more of the following sub-sectors: Livelihood and/or Value Chain support, WASH, Education & Vocational Training and Health.

General Work Experience:

Minimum 5 to 7 years of experience in a similar position, with relevant technical experience and understanding of multi/Integrated sectors. Extensive knowledge of Financial Management, Budget Control and contract management. Preferably with experience in NGO management, organizational effectiveness and operations management implementing best practices with excellent interpersonal skills and a collaborative management approach. Good leadership and supervisory skills to motivate and inspire operations team is desired.

  • Languages: Fluent in English (writing –reading –speaking), Arabic and Turkish will be an added value for the candidate.

Main Duties/Responsibilities:

  • Oversee effective management of the entire grants cycle, including smooth kick-off to ensure shared understanding across all departments, periodic grants review to identify and address implementation challenges and facilitate collective troubleshooting, and successful closeout of grants and fulfilment of all contractual obligations
  • Identify key risks in regards to programme implementation and inform Country Director / SMT to ensure adequate risk management plans are in place
  • Set Program/ projects plans (detailed implementation plan, procurement plan, human resource plan, spending plan…etc)
  • Ensuring effective implementation of program/ projects that meets contractual obligations including all partner/ donor policy, procedures, rules and regulations
  • Ensuring the program is in line with community and beneficiary needs
  • Ensuring the program is implemented to a high quality based upon related standards (e.g. Sphere, CHS, LEGS, CPMS, CaLP…etc)
  • Managing/controlling Budgets and understanding Financial Reports
  • Managing the team effectively (Physically & Remotely)
  • Ensuring proper documentation and compilation of program/project data
  • Maintaining proper communication with the partner and donor
  • Sharing information with donors, technical sector clusters, other NGOs, and coordination structures
  • Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational
  • Ensure all internal and external narrative and financial reports (weekly, monthly, interim and final) are submitted within agreed timeframes to the relevant stakeholders
  • Coaching, mentoring, training, and development of program staff
  • Design, document, and implement sector-specific plan and strategy
  • Ensure relationships with clusters and other coordination bodies are strong and the profile of SR in such forums is positive and influential
  • Ensure a positive working environment and good team dynamics (solve out potential conflicts)
  • Ensure coordination between the program staff
  • As much as possible integration with other programs (sectors) in the services provided within the projects to increase the benefit that the vulnerable people are receiving
  • Oversee the full set of projects that are implemented under his/ her sector to ensure good supervision, coordination, collaboration and integration.
  • Creating a library of technical standard references and guidelines for the sector that he/ she is managing
  • Work closely with the MEAL manager to develop the appropriate tools for the projects under his/her sector
  • Develop and submit concept notes, and proposals that match with the high standards for the sector as well as the rules and regulations of the donor/partner
  • Resource mobilization along with the support of the Global Head of institutional funding to identify and pursue funding opportunities from institutional donors and other funding partners.
  • Provide technical support to other SR country offices in coordination with regional HOP.
  • Programmes strategy design and roll out along with uptake in line with the organizational strategy
  • Development and monitoring of work plans against Programmes strategy
  • Continuous support to the Senior management team and the Country Director in the development and alignment of the country strategy with the organizational strategy.
  • Actively participate in resource mobilization from in country sources
