General Functions:

Under the overall supervision of the HR Officer in Gaziantep and direct supervision of the Senior HR Assistant in Gaziantep, and in close coordination with IOM Ankara Human Resources, the incumbent will provide human resources support to IOM Gaziantep and its field offices. 

 

Major Duties and Responsibilities:

1.Provide human resources support to IOM Gaziantep and its field offices.

  1. Maintain personnel files of national staff and HR roster files.
  2. Responsible for the role of Time-keeper in SAP system HR application; i.e., maintain and update overtime record/compensatory leave; maintain annual and sick leave records in a monthly basis of all staff and give report to supervisors as and when required.
  3. In coordination with HR team in Ankara and Program Managers (PMs), update the HR module of the IOM Turkey Data Portal relating to staff information and the related organizational chart.
  4. Assist in obtaining IOM ID cards and MSP cards for the staff in the area of responsibility (AoR).
  5. Prepare contracts for staff recruited on hourly or daily basis.
  6. Prepare Request for Payment for staff on hourly or daily contracts, interns and consultants in area of responsibility.
  7. Maintain and update staff database and assist in generating reports related to statistics of staff members.
  8. Providing assistance in the recruitment process according to IOM recruitment policies including
    1. Preliminary review of the Terms of Reference (TOR)
    2. Coordinate the publication of vacancy announcement with IOM Ankara HR, ensuring completeness of required approvals and supporting documents
    3. Inviting responsible staff to compose the recruitment panel
    4. Reviewing applications and generating long list
    5. Assist in finalizing interview protocols
    6. Schedule and facilitate the interviews and provide expert feedback
    7. Conduct reference checks
    8. Ensure standard forms documenting selection are duly completed
    9. Support follow-through processes until selected candidate is on board
    10. Ensure recruitment tracking tool is regularly updated
  9.    Conduct staff orientation to new staff members on monthly basis.
  10. Respond to HR queries from staff and as necessary, refer staff to relevant IOM policy.
  11. Ensuring that HR policies and guidelines are communicated regularly.
  12. Provide informal translation as needed.
  13. Perform other duties as may be assigned.

 

Required Qualifications and Experience:

Education and Experience:

  • University degree in Human Resources Management, Psychology, Industrial Relations, Behavioral and Development Studies, Public or Business Administration  or a related field from an accredited academic institution, with two years of relevant professional experience; or
  • Completed High school from an accredited academic institution, with four years of relevant professional experience;
  • Proven knowledge of relevant Human Resources theories and practices, and recognizes their application within existing IOM processes;
  • Demonstrated ability to communicate clearly and effectively with clients;
  • High level of computer literacy with experience in HR IT systems and applications; working knowledge of SAP an advantage;

Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.

Languages:

  • Fluency in Turkish and English is required.
  • Arabic is an advantage.
