Assignment: HR Manager is responsible for providing support to the various human resource functions of the Country Program. This includes managing recruitment, processing of the payroll and associated benefits and statutory obligations, maintaining HR records, supporting the performance management system and targeted learning and development initiatives as well as other HR projects.

 

Under the support of the Senior DAC, the HR Manager will actively participate in development and roll out of global HR initiatives and review of local HR policies and procedures.

GENERAL OBJECTIVES:

 

  • Respect and Follow Up the ACTED’s HR Procedures
  • Ensure ACTED HR policy is in line with the Turkish Law.

 

 

 

KEY RESPONSIBILITIES:

 

  • Work together with the Sr. DAC in the implementation of ACTED’s new HR Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards; carry-out regular field visits for dedicated HR support to field teams if possible.
  • Partner with Country HRM to develop capacity of HR team based in Turkey.
  • Coordinate and monitor contract renewals; all staff related entry and exit documentation upon hire and at exits after end of assignments.
  • Plan, conduct and track new employee orientation to ensure every new hire receives on-boarding/training and fosters a positive attitude towards organizational objectives.
  • Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire; delegate benefits administration as appropriate
  • Manage timely and accurate monthly payroll (TITANIC) for the country program and train back up staff to manage this when absent.
  • In partnership with Country HR Manager, ensure strong performance management processes; follow up on all performance management evaluations that this is done in a timely and professional manner. Correlate salary merit increments for payroll; and process Change of Status forms for all staff.
  • Maintain the HR database (inclusive of the leave database, tracking of staff probationary periods, attendance sheet, etc). Regularly update the personnel records filing system ensuring that information is filed in an orderly and timely manner.
  • Focal Point-Turkish social security system with the consultation of Accountant
  • Work with Country HR Manager to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.
  • Serve as an ambassador and champion for the ACTED’s Professional Code of Conduct;

 

 

Job Requirements:

  • University studies/ Higher education in Human Resources, Business administration or related field.
  • 3 - 5 years of experience in human resources; Professional experience with INGOs/NGOs and/or international experience is a plus; interest in the humanitarian field is preferred.
  • Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
  • Strong project management, coordination interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
  • Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
  • Excellent presentation and training skills
  • Proven track record in developing the capacity of staff
  • The ability to work under pressure and with employees from all levels.
  • Very strong proficiency in MS Word, Excel, and PowerPoint is required.
  • Written and Spoken fluency in English and Arabic is required.
