Position:              HR Officer

Department:      Human Resources (HR)

Location:             Gaziantep, Turkey

Report to:           HR Coordinator

 

Background:

 

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This is being carried out through an approach to programming where projects focus on the sustainability rather than relief delivery. Global Communities (GC) is a fully registered organization in Turkey and are currently building its humanitarian response professionals in Turkey. 

 

The Human Resource (HR) Officer will deal with day-to-day operations of HR, facilitate all aspects of the general personnel administrative work, recruitment, staff development/ training, implementation of policy and procedures. As well, her/his responsibilities are center around the preparation of  payroll, various contracts, personal memos, maintenance of staff leave records, HRIS, accurate filing and maintenance of personnel records/documents, follow up with performance evaluations and oversee the HR functions of the assigned. The Human Resource Officer reports to the HR Coordinator based in Gaziantep, Turkey.

 

Responsibilities:

 

The HR Officer is responsible for the following:

 

  1. Assist in implementation of GC HR systems and procedures for the mission.
  2. Ensure adherence to GC policies and the national labor law in all processes and procedures.
  3. Review and assist in developing GC HR policies and templates.
  4. Handle staff recruitment, including but not limited to, advertising, screen, interviewing, hiring etc.
  5. Ensure GC recruitment policies and procedures are adhered to upon hiring.
  6. Ensure staff receive a full induction into the organization.
  7. Follow up the SGK, lskur related issues.
  8. Assist supervisor in implementation of Performance Management procedures and all related activities; assist and remind supervisors to conduct annual performance appraisals for staff and assist direct supervisor to conduct training to staff on performance appraisal process.
  9. Follow up the staff exits, trainings, etc.
  10. Prepare and submit periodic reports as appropriate.
  11. Prepare monthly payroll and monthly payroll report and ensure timely processing of payroll; ensure accuracy of staff salaries; ensure accuracy of staff timesheets.
  12. Maintain the proper maintaining of filing system/record and personnel files both hard copies and soft copies in the Shared Folder. Ensure the access to the files are kept strictly limited and in line with GC's and Turkey policy on data protection and confidentiality.
  13. Ensure that all necessary support documents are collected and checked prior to finalizing contracts.
  14. Preparer/issue the employment agreements as well as all correspondence relating to the employment issues (confirmation, extension, termination, warning letters etc.).

15. Manage interim Master HR Database and update it on regular basis; accordingly, provide the updated staff list to HR Coordinator as/when required.

  1. Maintain and update a recruitment and vacancy trackers on a regular basis; provide the updated staff list to HR Coordinator as/when required.
  2. Assist employees and Managers with personnel related questions and in resolving personnel issues; Advice in personnel conflicts/processes when relevant.
  3. Remain open to the comments/feedback received from staff/units and consider them when due.
  4. Provide general clerical and administrative support, draft routine correspondence, make copies of necessary documents, and assist in translating and typing of documents as/ if required.

 

Perform other job-related tasks assigned time to time by respective supervisors.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in a related field is required.
  • Minimum 2 years of direct and relevant work experience is required.
  • At least 1 year of supervisory/staff management experience is required.
  • Experience with a humanitarian or international non-governmental organization preferred.

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must be fluent in Turkish and English both at verbal and written level, Arabic will be an asset.
  • Good knowledge and understanding of Turkish Labor Law, SGK, lskur is required.
  • Knowledge of accepted HR practices and procedures.
  • Good knowledge of MS Office packages and database management and record keeping.
  • Demonstrated ability to supervise staff, resolve conflicts and promote a team environment.
  • Attention to detail.
  • Time management and prioritization skills.
  • Strong organizational, interpersonal and communication skills
  • Ability to handle multiple tasks simultaneously.
  • Ability to work with various departments and foster teamwork.
  • High analytical and reporting skills.
  • Ability to work independently with minimal supervision.

Note: This position is open to candidates authorized to work in Turkey as local employees.
