Human Resource Officer – HQ

 

Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Role Purpose

Under supervision of HR Coordinator, the HR Officer will work within the overall Shafak structure, committed to provide reliable and compliant coordination and support to Projects activities. Report directly to HR Coordinator, the HR Officer will ensure smooth flowing of Human Resource functions. Through implementing Shafak Human Resources policies and procedures, the HR Officer will ensure that all personnel activities are handled in accordance to Shafak and donor requirements.

Key areas of accountability and responsibilities:

Recruitment

  • Participate in the national staff recruitment process
  • Ensure that all staff have a signed and current Job Description in their personnel file.
  • Organize and prescreening job interviews.
  • Participate in the interviews and ensure transparency in the process at the highest level
  • Check candidate’s references and send regret letters to unsuccessful candidates
  • Ensure the recruitment files are completed and updated for all hiring processes.
  • Organize and ensure proper induction sessions for new joiners are arranged and completed.
  • Contract management for staff (including staff contracts, extension, amendments)

 

Personnel File Management

  • Ensure that all staff have a completed personnel file within a week of joining
  • Manage the personnel files and ensure they are up to date with all the required documents according to the personal file content checklist.
  • Ensure confidentiality of the personnel file .

 

Organizational Development:

  • Work with the HR Manager and HR Coordinator in analyzing and implementing staff development needs.
  • Coordinate with the HR Manager and HR Coordinator to ensure staff set their objectives and complete their performances reviews in a timely manner and in accordance to the Shafak requirements

 

Employee Exit

  • Ensure that all employees exiting Shafak undergo the exit and clearance process
  • Coordinate with all departments as required to ensure Shafak property is returned and handover notes and final timesheet are completed

HR Compliance

  • Advice Managers on day to day interpretation and implementation of HR policies
  • Ensure that all staff have access to Shafak HR tools and resources
  • Ensure that soft as well as hard HR and Employee records are available in official files.
  • Provide support to Field HR focal points and field based staff as required

Required Qualifications, Experience and Attributes

Essential

  • A Diploma in Human Resource Management and or Business Administration
  • Turkish nationality is a must.
  • Minimum 2 years of relevant working experience
  • Fluent in both written and spoken English and Arabic
  • Ability to build relationships quickly with a wide variety of people, both internally and externally
  • Demonstrated excellent skills in planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Proven operational HR experience of providing a generalist HR service to staff and colleagues across a full range of HR issues
  • Excellent attention to detail and accuracy.
  • Good Computer skills working with MS Office Packages especially Word, Excel and PowerPoint
  • Strong interpersonal and communication skills.
  • Ability to work with limited supervision and strong ability to take initiative.
  • Good facilitation skills and ability to deliver induction briefing etc.
  • Able to work to tight deadlines and under pressure.
  • Excellent team player.

Desirable

  • Experience working with INGOs
  • Turkish Speaker is preferred
