ABOUT ICMC

The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, migration and development.

For four decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Centre (RSC) and under a contract with European Asylum Support Office (EASO) to prepare eligible refugee for resettlement to US and European Union Member States. As part of this service, we work with several thousands of refugees and their families each year and take them through each stage of processing that is required for resettlement to the U.S.A. ICMC also has a sub-office in Beirut, Lebanon.

SCOPE OF WORK

HR Specialist provides high quality HR advice and support to ICMC senior management and supervisors through the development and implementation of HR practices, processes and systems. The position incumbent delivers effective and efficient HR solutions and services for employees both in Turkey and Lebanon. Under limited supervision, assists the HR supervisor in developing different HR projects and tasks.

Recruitment

  • Conduct the end-to-end recruitment process.

Staff orientation about Policies and Procedures

  • Support newcomers in adaptation process by preparing welcome kit and orientation plan.
  • Conduct initial orientation to newly hired employees.
  • Ensure all policies and procedures are properly explained to all staff during orientation meetings and on a regular basis whenever there is change.
  • Ensure implementation of policies and procedures and support the HR Supervisor in development of new policies as and when needed.

Appraisals

  • Participates in developing department goals, objectives and systems.
  • Follow up execution of the performance review process within the organization and report the outcomes.
  • Provide support for appraisal process, follow up deadlines for end of year performance appraisals.
  • Ensure return of complete appraisal forms from sections.

Miscellaneous

  • Provide generalist HR advice to management and staff on a wide range of human resource management policies and procedures.
  • Maintain personnel policies and/or practices.
  • Coordinate HR projects (meetings, HR training programs, surveys etc.) and take minutes.
  • Update knowledge of legal or regulatory environments.
  • Prepare all data requested for reporting in desired structure, quality and in time.
  • Undertake other duties and responsibilities which, while outside the normal daily routine, are within the overall scope of the position.
  • Provide support during auditing periods. Confirm all required documents are in line with related regulations.
  • Provide support in the absence of other HR Unit Members.
  • Provide support for Lebanon HR office whenever needed.

REQUIREMENTS

  • Bachelor’s Degree in Social Sciences.
  • Excellent written and verbal communication skills in English. Knowledge of Arabic and /or Farsi is an advantage.
  • Minimum three years of relevant experience as an HR Generalist in a similar capacity preferably in NGO sector.
  • Knowledge of Labor Law, Social Security System and associations’ law and regulations.
  • Excellent communication skills and basic employee counselling skills.
  • Experience in Quality Management, Data Protection or Information Security Management Systems is desirable.
  • Conduct work with the highest level of personal and professional integrity. Must comply with and actively promote ICMC's zero tolerance policy with regard to sexual exploitation and abuse, harassment, abuse of power, fraud and corruption in all of its activities and responsibilities.
