Assignment

Under the supervision of the Sr. DAC and technically to Country Security Manager, the Humanitarian Access Manager is responsible for overall management of liaison, coordination and communication with in ACTED programs and staff and between ACTED and Governor offices/Local authorities and AFAD.

 

Responsibilities and Functions

Access Missions

  • Facilitating conversations with Sr.AC,ACs/PMs around program implementation plans, planned areas of intervention. Scheduling missions in accordance with the priorities of programs, while collaborating with Field based PRs and CSM the security environment.
  • Creating ToRs for access mission to be done at field level. ToRs to be approved by Area and Capital level for entering any new/uncleared area.
  • An accompanying report on the mission will be sent to Area office which analyzes the safety and security of the area as well as a recommendation on whether it is secure for ACTED teams to intervene in the area.
  • Ensure relevant templates and tools are created/accurate for access mission – TORs, Assessment tool, report template, update report template

Liaison Coordination and Communication

  • Reviewing weekly security report (completed by CSM) - which summarizes and analyzes the major security developments in Northeast of Aleppo and Northeast of Syria and their impact on ACTED, and ACTED reactions towards these developments.
  • Establish strong relation with all liaison stakeholders with in ACTED operating areas
  • Ensure there is a smooth communication between field local authorities, governor offices, AFAD and ACTED.
  • Represent ACTED in the field for all matters related to liaison
  •   Provide regular feedbacks to Antakya coordination on liaison related matters in ACTED area of operations.
  • Under leadership of CSM, drafting and updating emergency plans for ACTED in Northeast of Aleppo.
  • Ensure ACTED operate with in the local authorizes guidelines and protocols.

Capacity Building & Trainings

  • Reviewing CSM security recommendations/decisions – for program teams, office security, staff security
  • Improve the FLAT-related documentation created by the Liaison team members

 

Job Requirements:

  • Bachelor’s degree in political science, international relations, humanitarian affairs, or a technical degree or certification in a related field with considerable field experience.**
  • A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing complex operations in a field set-up.
  • Understanding of humanitarian principles, codes of conduct and ideally, specific sub-sector work linked to NGO field operations contexts
  • Proven experience as a professional and reliable manager (including management of people and projects)
  • Solid ability to provide team-building, coaching, and development for staff as well as encourage cross-functional collaboration and cooperation
  • Experience of working successfully with local stakeholders such as local and international NGOs, local authorities with sensitivity and diplomacy.
  • Substantial and documented, prior experience as a trainer and training skills – the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
  • Willing and eligible to Cross border from Turkey to Azaz at least 50% of the time during the week.
  • Turkish ID holder and legally able to work in Turkey is a must.
