1.       OrganizationalBackground

ASRA, is a non-governmental and humanitarian aid organisation which mainly aims at meeting basic needs and improving living conditions of the individuals and communities who are affected by humanitarian crisis, conflicts, human rights violations and natural disasters.

ASRA continues its works at national and international level within principles of non-discrimination, transparency, impartiality, and accountability, according to the international standards of humanitarian privacy. ASRA has a role in enhancing living conditions of crisis affected individuals and communities through activities and emergency responses carriedout at national and international level.

ASRA, by carrying out field studies which regularly analyse the conditions of crisis affected people, and publishing situationreports; directs the attention of relevant organisations to crisis regions.

ASRA, pursuant to the principles of non-discrimination,transparency, impartiality and accountability, adopts direct and quick responseto the crisis affected individuals and communities, as the main principle.

JOB SUMMARY

The Individual Health Assistance Officer is responsiblefor the overall implementation of Individual Health Assistance (IHA) programme including ensuring the timely and efficient implementation of the program incollaboration with other sectors colleagues and ensuring the proper documentation of the Cases documents.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1.    Program Management

·         Overall management of the cases referred to IHA.

·         Participate and organize the weekly IHA committee to evaluate health special needs cases and determine tailored intervention, withsub-partners.

·         Ensure the quality implementation of the IHA.

·         Track the referrals to IHA and record of all the cases up toclosing cases supporting sub-partners’ IHA Officers.

·         Support partners, in preparing the procurement plans for IHA programming.

·         Manage outputs and maintain oversight of IHA budget lineswith sub-partners.

·         Contribute to regular reporting on achievements andchallenges related to the IHA component of various projects.

·         Participate in facilitating and coordinating activities within the sub-partners’ teams

 

2.    Training and building capacity

Provide capacity building to service providers that serve as an entry point for IHA

·         Coaching and mentoring of service providers for IHA support.

 

3.    Referrals and Mainstreaming

·         Work closely with the monitoring team of sub-partners on the timely monitoring and evaluation of the IHA Fund, referrals and assessments.

·         Facilitate the qualitative and quantitative monitoring of theproject through team meetings, post-assistance visits, regular reporting andany other monitoring tools.

·         Participate in the internal evaluation of the program withsub-partners.

·         Ensure follow up on referral cases and keep record onoutcomes.

 

4.    Assessments and Reporting

·         Coordinate with health team of sub-partners to plan andconduct necessary assessments to identify new areas of expansion for MSYD’s IHA program.

·         Lead the production of IHA reports and ensure the timelinessand accuracy of information provided, as well ensuring confidentiality ofsensitive information.

 

5.    Documentation

·         Make sure that filling system for IHA documents is in place; assist internal and external audits during auditingvisits; follow up on their recommendations

 

6.     Working Relationships

·         Maintain frequent communication with the Health TechnicalManager to ensure program activities and objectives are communicated.

·         Pro-actively maintain open and professional relations with sub-partnersteam members, promoting a strong team spirit and providing oversight andguidance to enable staff to successfully perform in their positions


7.     Security

·         Ensure application and compliance of security protocols andpolicies

REQUIREMENTS (PERSONS SPECIFICATION):

·         Turkish National or other nationalities with authorization towork in Turkey

·         Must have a health degree in nursing or related fields ofpublic health

·         Must have at least 2 years of experience working with NGOs inhumanitarian or development contexts; previous emergency response,conflict/post-conflict experience

·         Ideally should have at least one year experience managingSpecial Needs Fund

·         Must be able to analyze and interpret data and to track performance against program indicators

·         Must be able to write narrative and produce analytical spreadsheet reports.

·         Must be fluent in written and spoken Arabic and preferablyEnglish.

·         Must be skilled in Microsoft Office specially MS-Excel andMS-Word

·         Must be able to travel to field sites

·         Must have excellent organizational skills and ability tohandle multiple tasks in a dynamic environment

·         Must have the ability to work effectively with variouspersonalities and cultures

·         Experience of the management of budgets and the ability toprepare timely, complete and accurate reports

·        Experience of Case Management.
