Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS) services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities Afrin provinces and Idlib to deliver health-related services to IDPs.

Based in Istanbul, the Information Systems Manager (MIS) is under the line management of the MEAL Coordinator.

Data systems management(Commcare, Kobo, etc.)
Managing and tweaking DHIS-2
Monitoring, Evaluation, Accountability and Learning Systems
Trancking systems for various MEAL activities, including Accountability Systems
Reporting Systems
GIS - Maps
Other related tasks

Responsibilities
Function Details
Data Systems Management(60%)

Develop and manage mobile data collection system, for Various services such, Health Protection case management, etc.
Manage and tweak DHIS-2 system for the whole programme reporting. Provide support and training to staff on DHIS-2. Create dashboard Analysis on DHIS-2.
Create dashboards in MS Power BI
Develop and maintain tracking system for complaints and other MEAL activities.
Design necessary data collection forms, ensuring that the purpose and use of data collected are clear and that questions are simple, clear and collectable.
Ensure data is entered into appropriate databases and follow up on any missing information
Ensure data and analysis are visualised and disseminated in a way that can be easily used to modify and refine programming.
In cooperation with MEAL Manager, analyse and summarise data, and help ensure high-quality reporting for regular, interim and final reports.
Managing the data management systems implemented in the field;
Supporting field teams in the data collection, when needed
Ensure that data collected by field teams meet the dimension of data quality i.e. reliability, accuracy, timeliness, completeness and integrity
Entering data on the online platform;
Providing data to MEAL Coordinator for reporting and operational purposes;
Data analysis;
Ensure the respect of the standard beneficiary/indicators method of calculation and calculate the targets;
Ensure that information reported by the field meets MEAL and Donors requirements;
Act as the Technical Referent for the use of data collection system
Provision of data collection guidelines;
Provision of on-the-job capacity enhancement to DDD staff and partners on data collection;

Monitoring, Evaluation, Evaluation and Learning(20%)
Provide training to MEAL and program staff of all newly developed forms, systems and application.
Support the program and MEAL teams by entering, storing and presenting data to enable quality analysis and use
Contribute to evaluations, reviews, surveys, assessments or special studies focusing on the overall programme performance;
Support the project team and partners in extracting lessons learnt and good practices;
Conducted dashboard level analysis for MEAL studies and produced interactive visuals for donor reporting.
Based on instructions, prepare infographics, graphs, maps and tables to be included in reports and updates
Update tracking databases and provide straightforward information related to queries from DDD (DDD HQ and other missions) and external partners
Obtain an up to date database and report on a weekly and monthly basis to related Managers.
Visualise and map data while assuring data consistency utilising appropriate GIS/mapping tools and products.
Develop GIS map based on data for reporting
Develop an online dynamic Map for the data portals.
Perform advisory and technical assignments in the use of Geographic Information Systems (GIS)

Accountability(10%)
Develop an online complaint and response mechanism (CRM)
Ensuring the feedback and complaint mechanism is implemented in all location;
Follow-up of the mechanism on a monthly basis

Reporting(10%)
Produce M&E reports containing summary data;
Provide regular reporting to the MEAL Coordinator (bilateral meeting etc.);
Provide the MEAL Coordinator with a Mission report and/or Handover document at the end of the assignment;

Other
Participate in drafting proposals, work plan, etc. where and when necessary;
Any other related DDD tasks as assigned by supervisor/line manager.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

Expected profile
Knowledge & Qualification
University Degree in IT, statistics, public health, economics or other a field related to Monitoring and Evaluation.
Online certificates that showcase mastered skills

Experience
Minimum three years of experience in Monitoring and Evaluation in the humanitarian organisation;
Knowledge of the humanitarian context in Turkey;
Knowledge of donor mechanisms such as ECHO.

Languages
Required: English (oral and written);
Preferred: Arabic and Turkish
Asset: French

IT & Equipment
Excellent knowledge in database development/management, Kobo, ActivityInfo, Commcare, PowerBI, Excel, data analysis software and Microsoft package and IT in general; (30%)
Excellent working experience in using, managing and tweaking DHIS-2 (40%)
Excellent expertise in web and mobile programming languages/framework. (20%)
Excellent proficiency with Microsoft package (10%)
