|ROLE PURPOSE:Save the Children is seeking job applicants for a MEAL Officer post for an award which will be implemented in Hatay, focusing on Education sector and Transportation. The MEAL Officer will report to the MEAL Coordinator whilst providing technical MEAL support and s/he will work closely with the Project Manager, Accountability Officer, as well as other project staff throughout the implementation. S/he will also provide cross-thematic support pertaining to MEAL activities to increase data quality and inform project adjustments where necessary through evidence-based decision-making mechanisms. The MEAL Officer will be primarily responsible for conducting frequent on-site monitoring, designing monitoring tools, supporting Accountability Officer in setting up a Complaint and Feedback Mechanism, facilitate and/or conduct various assessments, and be responsible for data management and reporting, while ensuring that the MEAL system is in accordance with SCI standards, donor requirements and humanitarian programming standards.|

|KEY AREAS OF ACCOUNTABILITY: The MEAL Officer will be responsible for the following:
Data collection capacity:
· Proactively engage with Protection and Education programme teams to compile information on activities, and update the MEAL database.
· Review incoming data for cleanness, completeness and consistency, and improve data collection tools as necessary.
· Design, plan, and manage survey implementations for various assessments.
· Work with the MEAL unit to implement digital data collection systems.
· Ensure that project related data are cleaned, compiled and ready to be shared with PMs and MEAL unit
Data analysis & use:
· Be the primary focal point for project level data management, developing and maintaining project specific monitoring and evaluation tools.
· Be the primary analyst for weekly data, monitoring trends and highlighting concerns.
· Support planning, coordination, analysis and preparation of draft findings for various assessment studies.
Information management systems:
· Work with the MEAL unit and sector teams to utilise the platform for the RIMS regional information management system or other related information management system.
· Compilation of relevant reports, plans and information/data documents and sharing with PDQ and program teams as needed.
· Coordinate with PM and MEAL Coordinator to review weekly/monthly data submissions, as well as project achievements against targets.
· In collaboration with MEAL Coordinator develop recommendations for the implementing team as a part of the Learning process.
· Develop analysis and top line reports to be communicated with internal and external stakeholders, and support donor reporting.
Accountability and Child Safe Programming
· With the support from the MEAL department, and accountability officer in particular, actively engage in the effective set-up and implementation of accountability mechanisms of the project.
· Take part in coordination with local stakeholders to ensure effective information sharing activities.
· Maintain the confidentiality of the documents/system and their contents.
· Maintain filing system for Education/Protection data in soft and hard copies.
· Perform other duties and act for the relevant manager as required.
· Actively contribute to making the project safe for children and gender sensitive (and to the extent gender transformative) in collaboration with SC’s Gender Focal Point at all times.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- At least 1 year of experience in MEAL activities and scope.
- Excellent experience in data collection, analysis, data management and reporting.
- Extensive experience in Excel and information/database management.
- Working knowledge of evaluation methodologies (i.e. process, outcome, impact)
- Fluent in English and Turkish, both spoken and written.
- Excellent communication and influencing skills.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy.
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
- Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or relevant field.
- Previous experience working in humanitarian programmes and/or NGOs.
- Arabic proficiency is highly desirable.
- Demonstrated ability in community mobilisation and community-level dialogue.
- Experience in working with children and adolescents, and particularly refugees.
