The International Organization for Migration is seeking qualified Turkish nationals and non-Turkish nationals holding a valid residence permit for the following position based in Ankara, Turkey.

The 3-years EU-funded project “Supporting Turkey’s Efforts to Manage Migration” aims to support institutional and legal reform of migration management of Turkey via the following specific objectives:

  1. Reinforcement of migration management legislative and administrative capacity in compliance with EU standards and the national legal framework.
  2. Strengthening the institutional capacities at local, central and international level to implement the LFIP and enhancing inter-institutional cooperation in migration management.
  3. Enhancement of human rights driven dialogue and cooperation with key countries of origin, transit and destination to improve understanding of migratory patterns and challenges.

The main beneficiary of the project is Ministry of Interior, Directorate General of Migration Management (DGMM).

Under the direct supervision of the Project Manager and in close coordination with the National Project Coordinator, the incumbent will be responsible for conducting Institutional Work Process Analysis for the Directorate General of Migration Management (DGMM) in order to provide effective implementation of Law on Foreigners and International Protection (LFIP) and its regulations at central and local levels. During the project implementation, the incumbent will be located at DGMM premises.

Major Duties and Responsibilities:

  1. Analyze, monitor and evaluate the DGMM’s institutional work process by conducting field visits to selected situation analysis provinces
  2. Prepare the assessment and quality control reports on the key problem areas of the institutional structure of DGMM
  3. Provide recommendations on the improvement of the core service provision process and quality control
  4. Provide continuous feedback and contribute the improvement of institutional structure of DGMM
  5. Determine inconsistencies, human resource and technical shortages in the implementation of LFIP at provincial level for DGMM
  6. Provide standardization for the quality of core services in line with the changes and expectations of the DGMM
  7. Conduct analysis on work flow, process, and any relevant issues and to provide feedback for the improvement of the institutional structure depending on operational needs
  8. Provide continuous research on the enhancement of the work process
  9. Determine scope and scale of necessary actions to be taken at central and local levels to better manage migration through coherent and upgraded implementation processes of LFIP
  10. Perform any other tasks assigned by the supervisor.

Required Qualifications and Experience:

Education:

  • University/ Bachelor’s degree in Industrial Engineering, Computer Engineering, Electronics Engineering or relevant field, Business Administration, Labour Economics and Industrial Relations, Political or Social Sciences.

Experience:

  • Minimum five years of work experience in quality and control processes
  • In-depth knowledge on ARIS
  • In-depth knowledge on public institutions or organizations related to field of migration
  • Commitment to follow the recent developments in the field of migration
  • Demonstrated capacity to undertake assigned responsibilities and work under pressure
  • Excellent oral and written communication skills
  • Good persuasive and problem solving skills
  • Result-oriented approach

Languages:

  • Fluency in Turkish and English is required

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
